Project Description:

FHI 360 seeks a Senior Technical Advisor for an anticipated USAID Reproductive, Maternal, Newborn, Child and Adolescent Health and Nutrition (RMNCAH&N) Continuum of Care (CoC) Program. USAID Zambia supports the Government of the Republic of Zambia (GRZ) and their Ministry of Health (MOH) to improve the health of mothers and children through strengthened capacity to engage the communities for health, to deliver quality Services, and strengthening systems at national and subnational levels. The activity will provide technical assistance to the government led RMNCAH&N Continuum of Care (CoC) Program (hereafter referred to as “CoC Program”). It is a program that aims to provide quality health services as close to the community as possible through implementation of high impact interventions that save lives. USAID will support the MOH CoC Activity Program in four provinces of Zambia (Luapula, Muchinga, Southern and Eastern) through this CoC Activity and the Swedish International Development Cooperation Agency (Sida) Grant (hereafter referred to as the (“Sida Grant”) that provides funding to the MOH CoC Program.

Job Summary/Responsibilities:

The Senior Technical Advisor will be responsible for implementing high quality reproductive health services to improve the health of mothers and children. The position will focus on engaging with communities for health, to deliver quality services and strengthening systems at national and subnational levels. Specific responsibilities may include but are not limited to:

  • Technical outcomes of the RMNCAH&N activity. The Senior Technical Advisor will share in the implementation of the technical principles guiding the program.
  • Supports in the design and implementation of the project strategy for RMNCAH&N activity.
  • In collaboration with the Chief of Party and Deputy Chief of Party, provides technical leadership and technical support related to strategies and approaches to advance implementation of project activities.
  • Designs and implements strengthening structures and modules for local implementation.
  • Undertakes development of guidelines, tools and recommendations related to the implementation and evaluation of reproductive health of mothers and children activities.
  • Provides technical assistance to relevant stakeholders to design, develop, implement, monitor and evaluate strategies to effectively integrate various components of service delivery elements as appropriate.
  • Supports functional linkages between relevant stakeholders through comprehensive referrals.
  • Contributes to development of lessons learned from the project and other relevant projects that are related to RMNCAH&N and apply these lessons to modify and improve the project.
  • Represents FHI 360 Zambia to donors and other stakeholders on issues relating to reproductive health services
  • Contributes to the development of program strategies, subproject documents, work plans and budgets, with a special focus on ensuring integrated services are adequately incorporated.
  • Perform other duties as assigned.

Qualifications:

  • MB.BS/MD/PHD or similar medical degree or a doctoral level degree in public health or related field.
  • At least 10 years of experience in reproductive health service delivery of mothers and children.
  • 3 to 5 years of progressive relevant experience in reproductive health issues and a sound understanding of reproductive health issues surrounding the health of mothers and children.
  • Possession of an MPH or post graduate degree in a related field is an added advantage.
  • Experience in project development with proven experience in the planning and facilitation of training is required.
  • Familiarity with Zambia health systems and NGOs is highly desirable.
  • Strong skills in data use and interpretation
  • Ability to perform at a senior policy level
  • Demonstrated experience at a senior level participating or advising in high level MOH meetings/discussions/boards
  • Demonstrated ability in monitoring similar programs and interpreting and utilizing national level data
  • Strong oral and written skills

Availability of position is contingent upon funding and approval of key personnel.
