We are currently seeking qualified candidates for the position of Senior Technical Advisor for Clinical Services for an anticipated USAID funded Orphans and Vulnerable Children (OVC) project in South Africa. The Senior Technical Advisor for Clinical Services will be responsible for the coordination and technical oversight of activities aiming to improve children and adolescent’s access to HTS, and linkage and retention in HIV care and treatment for those who are HIV-positive. S/he will also work with the OVC technical staff to guide care and support for children and adolescents living with HIV. The Senior Technical Advisor will also coordinate and oversee activities to increase adolescents’ access to youth-friendly Sexual Reproductive Health Services, as well as activities to improve clinical post-rape care for survivors of sexual violence. S/he will work closely with the Technical Director OVC in providing technical direction and oversight to ensure that results for clinical services are achieved. S/he will interact closely and strengthen linkages with the Departments of Health and Social Development and other relevant South Africa government institutions.

The position will be based in Pretoria and will report to the Chief of Party. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Job Summary

  • Provide technical leadership in the design and implementation of activities aiming to improve access to clinical services for children and adolescents living with HIV, as well as clinical services that contribute to prevent HIV infection among adolescent girls and young women (e.g. SRH).
  • Support activities to strengthen linkages and bi-directional referral mechanisms between health facilities and communities.
  • Guide the development and refinement of materials related to HIV/AIDS care and treatment, SRH and post-rape clinical care.
  • Support the design of training and mentoring activities for community workers in clinical areas
  • Ensure that interventions are evidence-based and aligned with South Africa’s National guidelines and policies.
  • Contribute to the development and timely submission of work plans, quarterly and annual reports, and other project reports and deliverables.
  • Ensure project strategic objectives and results are achieved and meet expected technical quality standards.
  • Represent the project in technical meetings, conferences, and coordination platforms.

Qualifications

  • A medical degree in medicine, nursing or equivalent at Master’s level.
  • At least 7 years of experience in designing, implementing and managing HIV and sexual reproductive health focused clinical services. Experience in South Africa highly desirable.
  • Demonstrated knowledge of and experience with PEPFAR and DOH clinical programming, including HIV testing and counseling, pediatrics and ALHIV, maternal and child health, family planning, STI diagnosis and treatment, and post-violence care.
  • Familiarity with South Africa’s institutional, policy and programming context for HIV clinical and community services.
  • Strong interpersonal, writing and oral presentation skills in English.
  • Demonstrated experience with reporting, preferably for USG funded programs.
  • Demonstrated ability to work effectively with a range of stakeholders including government representatives, local community organizations, donors and other stakeholders.
  • Ability to work independently and manage a high-volume work flow.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Qualified South African nationals are encouraged to apply.
