PSI is looking for a Senior Technical Advisor on Family Planning to help us to successfully implement family planning high-impact practices (HIPs)[1] at integrated learning centers and ensuring replication and scale up by other partners, for an anticipated 5-year USAID-funded project. We are looking for someone who is a recognized leader in family planning, has strong technical skills in Family Planning/Reproductive Health (FP/RH), strong project management skills, and prior experience working with staff and stakeholders across multiple countries. You are aware of the latest developments and practices on FP/RH, and the West African region in particular.

Your contribution

As part of the project’s senior management team, you will directly assist the Chief of Party and Technical Director in the replication and implementation of high impact family planning practices.

You will:

  1. Lead implementation of FP HIPs at integrated learning centers and ensuring replication and scale up by other partners.
  2. Provide strategic, technical guidance and direction to the project in collaboration with the Chief of Party and Technical Director, ensuring alignment with latest technical information and approaches in the FP/RH field.
  3. Provide technical expertise and guidance in capacity building, planning, implementation, monitoring and evaluation to key governmental and non-governmental partners (especially at national and municipal level).
  4. Oversee quality control and improvement of FP services within the project.
  5. Ensure integration of a focus on adolescents and Youth throughout the program.
  6. Provides technical assessment and recommended strategies to incorporate innovative interventions in the project design and implementation, including integration of innovative approaches and different partners.
  7. Provide technical support to team members of FP and other portfolios.
  8. Support Chief of Party and Technical Director in reporting to donor and representation of the project externally at events, conferences and meetings.
  9. Coordinates and communicates regularly with other FP team members on administrative, technical, programmatic and policy issues.

What are we looking for?

The basics

The minimum requirements for this position are as follows:

  • A Master’s degree or higher in public health, nursing, midwifery, or similar relevant field is required. Academic specialization in FP/RH is preferred.
  • At least 12 years of progressively responsible work experience required, including at least seven years in senior project management role(s) of FP/RH projects with similar scope, size, and complexity.
  • Experience with developing and implementing FP/RH quality assurance standards highly preferred.
  • Direct experience with youth and adolescent FP/RH programs is strongly preferred.
  • Experience preferred with testing and adapting service delivery models and approaches in a variety of African contexts
  • Fluency in French (3S/3R minimum) and English (4S/4R) are required.
  • Excellent writing and oral communication skills are required.
  • References will be required.

N.B. You will be required to include in your application a personal (1 page or less) statement about your innovative vision to teach/train others to understand and better implement key HIPs (such as task shifting and/or integration of FP service delivery with maternal, newborn and child health services), and how you will use your background to implement it.

For its first 15 years, PSI worked mostly in family planning (hence the name Population Services International). In 1985, it started promoting oral rehydration therapy. PSI’s first HIV prevention project — which promoted abstinence, fidelity and condoms — began in 1988. PSI added malaria and safe water to its portfolio in the 1990s and tuberculosis in 2004.

HEALTH IMPACT

PSI has an uncompromising focus on measurable health impact and measures its effect on disease and death much like a for-profit measures its profits. Just last year PSI saved the lives of 9,246 mothers, prevented 3,896,671 unintended pregnancies, stopped 234,367 new HIV infections, and avoided 379,286 deaths due to diseases like malaria, diarrhea and pneumonia that most threaten young children.
