MSH seeks to recruit a highly-motivated and result-oriented individual as a Senior Technical Advisor, GHSA Portfolio and Technical Management for a five-year program (2018-2023), funded by the U.S. Agency for International Development (USAID). The Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program provides pharmaceutical system strengthening assistance for sustained improvements in health system performance and to advance USAID’s goals of preventing child and maternal deaths, controlling the HIV/AIDS epidemic, and combating infectious disease threats, as well as expanding essential health coverage. The position will be based in Mozambique with frequent travel (40%) to support the progress of program activities.**

The Senior Technical Advisor (STA) will provide management support and technical assistance for the design and implementation of country interventions related to Global Health Security Agenda /Antimicrobial Resistance (GHSA/AMR) working independently or as part of the country MSH or MTaPS team.

In addition, s/he will provide support primarily to the portfolio manager of GHSA/ AMR portfolio, the MTaPS Technical Strategy Lead and other senior technical staff assigned to specific activities to ensure that the work is of the highest quality. As required, the STA also works with other MTaPS portfolios and technical staff on opportunities, new and existing tools, and headquarters-based and country implementation programs related to strengthening pharmaceutical management systems.

Qualifications & Experience

The ideal candidate should have a post graduate degree in public health with specialized training and/or experience related to GHSA elements such as antimicrobial stewardship (AMS), infection prevention and control (IPC), and water, sanitation, and hygiene (WASH); pharmacist, physician, nurse, or other public health qualification preferred.

S/he should have atleast five (5) years of relevant experience in pharmaceutical management (PM) and pharmaceutical systems development and strengthening in developing country context, including experience in the areas of AMR containment, such as infection prevention and control (IPC), antimicrobial stewardship (AMS).

The candidate should have field experience with public health programs in Mozambique or developing country context supported by bilateral agencies such as USAID, CDC and international agencies such as the Global Fund, UNITAID, WHO and World Bank preferred.

In addition, s/he should have proficiency in English and Portuguese are required, languages of other USAID-supported countries is an added advantage. S/he should have ability to write lucid technical reports and documents and to make presentations. Strong computer skills, competence in use of word processing programs is required, and experience with spreadsheets and database applications strongly preferred. Excellent writing and presentation skills in English are essential. Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent interpersonal skills and ability to work effectively in a team spirit.
