Overview

Management Sciences for Health (MSH) is seeking a Senior Advisor, Malaria for a potential USAID-funded new malaria, maternal and child health (MCH) and family planning (FP) activity in Cote d’Ivoire.

This position is subject to project award and funding.

Specific Responsibilities

The Senior Advisor, Malaria is responsible for the following:

1. Contribute to improve quality and utilization of malaria services related to malaria in pregnancy and malaria case management.
2. Assess state of malaria service delivery in Cote d’Ivoire and assist in developing new/revised approaches.
3. Provide technical assistance to key partners working at various levels, including community levels, in best practices and approaches for management of malaria services.
4. Contribute to M&E and strengthening of malaria data and data use.
5. Provide oversight and support for any pilot work related to malaria interventions.
6. Work closely with National Malaria Control Program (NMCP) at the Ministry of Health (MOH) as well as NMCP Units that are housed in the Direction Départementale de la Santé (DDS), focusing on supporting them to build their capacity to better manage malaria activities within their respective departments.
7. Work closely with project staff and Cote d’Ivoire partners and stakeholders as plans are developed for sustainable solutions to maintain malaria services.
8. Participate in key, in-country malaria working groups and networks.
9. Liaise regularly with PMI/ Cote d’Ivoire team.

Qualifications and Experience

1. Master’s degree in Malariology, Public Health, Entomology, Epidemiology or related field.
2. Minimum of 5 years of malaria control programs experience.
3. Minimum of 7+ years of experience in the implementation and management of international development health projects.
4. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and other donor organizations.
5. Demonstrated experience in program management and administration, and contract compliance. Experience with USAID projects is strongly preferred.
6. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
7. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
8. Must have proven experience supervising and mentoring technical staff for similar health projects in developing countries.
9. Experience organizing and working with teams to produce high-quality deliverables.
10. Previous work with international NGOs and USG funded projects in difficult settings.
11. Experience in Cote d’Ivoire strongly preferred.
12. Fluency in French and strong English language skills. Demonstrated strong writing and oral presentation skills in English.
13. Must be willing to travel within Cote d’Ivoire.
