Jhpiego seeks a Senior Technical Advisor, Monitoring and Evaluation to provide technical leadership, oversight and strategic direction for monitoring, evaluation, and reporting (MER) activities for an upcoming United States’ government (USG) integrated HIV prevention project in Malawi. The project aims to prevent new HIV infections in priority populations through increased uptake of high quality VMMC services among males aged 15-29. The project aims to increase availability of and access to VMMC services, increase demand for VMMC among targeted age- groups, improve quality of VMMC services, and strengthen linkages between VMMC and other services.
The project will operate over a five-year period. This position is contingent upon funding
The Senior Technical Advisor will provide technical leadership to develop project framework, plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. S/he shall develop monitoring, evaluation and reporting (MER) systems that include appropriate indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting. The Senior Technical Advisor, M&E, will supervise and manage the M&E team to design and implement project M&E activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. S/he is responsible for documenting and disseminating project successes and challenges to USG. The Senior Technical Advisor, M&E, will also be responsible for designing and conducting operations research. S/he will liaise with consortium partners and the Ministry of Health to implement monitoring and evaluation activities.
Responsibilities
- Provide leadership and direction on M&E to ensure the project achieves its goals and corresponding objectives and targets
- Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations
- Develop and oversee data flow pattern for the project that will ensure timely data collection and reporting
- Lead results reporting to USG by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate
- Ensure high-quality implementation, consistent with Malawi national monitoring and evaluation guidelines, protocols, information and reporting systems
- Lead strategic collaboration activities with key stakeholders to learn from project data and adapt interventions as appropriate
- Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping
- Use data to contribute towards strategic decision-making and project planning with project leadership
- Oversee and/or conduct targeted evaluations and operations research, including design, data collection, management and analysis
- Ensure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle
- Cultivate strategic M&E relationships and alliances with other USG projects and represent M&E activities in public and professional circles through meetings, conferences, and presentations
- Ensure relevant data is entered into JADE, Jhpiego’s organization-wide performance management system designed to capture, analyze, and disseminate project data
- Support the project to provide Ministry of Health technical assistance to strengthen the country’s HMIS for the optimal use of routine HMIS data
- Promote and support the dissemination of project information among the project team
- Work with project and financial staff to prepare and track progress of project and activity budgets
- Supervise a team of M&E professionals
- Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff
- Support the designated Internal Review Board (IRB) focal point in-country including maintaining current certification from 1) CITI human subjects ethics course and 2) CITI Good Clinical Practices (GCP) course
- Ensure protection of participant data and confidentiality during IRB process and implementation of study
Required Qualifications
- A Master’s Degree or higher in Public Health, Social Sciences, or other relevant discipline.
- Minimum 8 years working on monitoring and evaluation in the public health and HIV fields.
- Demonstrated expertise in designing rigorous quantitative and qualitative data collection systems and in methods for data analysis.
- Hands-on practical experience setting up and managing MER systems for health programs in developing countries, and the ability to coach and train others in their use.
- Knowledge of M&E issues and indicator development for HIV prevention and service delivery strengthening related to HIV/AIDS; familiarity with PEPFAR indicators and reporting requirements.
- Excellent report writing, analytical and oral presentation skills in English.
- Experience in knowledge management and dissemination of research findings.
- Experience with digital forms of data collection such as CommCare, DSHI2, RedCAP or other data collection software/apps.
- Proven expertise in operations research, health management information systems, reporting, data quality assessments, and presentation
- Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors
- Familiarity with Malawi health management information system and other national M&E systems
- Experience and understanding of the USG and PEPFAR framework and reporting system
- Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USG, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
- Expertise in research to practice—identifying and adapting best practices to specific project contexts
- Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
- Proficiency in Microsoft Office, including Word and Excel, as well as statistical software packages, including SPSS, Stata, or MS Access Ability to travel nationally and internationally 35%
