We are looking for a Senior Technical Advisor to support implementation of the USAID/Uganda Voluntary Family Planning for improved Reproductive Health and Development (FP4HD) Activity. Please note that this position is contingent on funding.

S/he shall have a depth and breadth of technical expertise and experience in designing and implementing comprehensive reproductive health and family planning activities across all levels of government (national, local and community), and in different sectors beyond health. S/he should have an in-depth knowledge and understanding of community systems and how they relate with the public sector and the ability to identify and support learning among different partners. S/he shall have the requisite management expertise, interpersonal skills and professional relationships and fulfil the requirements detailed below:

Responsibilities

Your contribution

  • Participate in the analysis of service provision and resource mapping for family planning in the target regions
  • Plan and lead the assessment and establishment of capacity gaps in family planning in the districts of operation
  • Lead the development and dissemination of the Health Facility guidelines and Standard Operations procedures
  • In collaboration with Ministry of Health, lead the development and roll-out of the capacity building plan for health workers in the districts of operation, in order to improve the quality of service delivery and supply of family planning commodities
  • Provide leadership and oversight to Health Systems Strengthening and Outreach activities’ planning, implementation, management, and monitoring, including project quality, personnel, and financial management
  • Plan and coordinate quarterly supportive supervision for health workers in the districts of operation
  • Develop tools to assess the quality of services, as well as oversee and report on the assessment of the quality of services provided by healthcare workers
  • Provide technical and programmatic oversight and strategic direction, and ensure appropriate support for the implementation of project activities in the areas of health systems strengthening
  • Conduct formative and operational research, and maintain and manage partnerships with internal and external stakeholdersQualifications

Required Qualifications/experience:

  • A minimum of ten (10) years of professional experience in delivering Family Planning or Community Health programs.

Desired Qualifications:

  • A Master’s Degree in Social Sciences, Medicine, Public Health, or a bachelor’s degree in a relevant field with a minimum of ten (10) years of progressively increasing responsibility working for health technical assistance programs with experience in Reproductive Health, Family Planning, and Community Health programming.

Required Personal Competencies:

  • Excellent communication and negotiation skills;
  • Demonstrated leadership qualities, depth and breadth of management expertise and technical experience;
  • High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts, donors, and other key stakeholders;
  • Excellent skills and experience in collaborative working relationships with senior level government leadership at national, district and community levels;
  • Experience with integration of gender and youth analysis into health projects and services;
  • Excellent interpersonal, writing, and oral presentation skills;
  • Required oral and written fluency in English; and
  • Excellent past performance references.

HISTORY

PSI was founded in 1970 to improve reproductive health using commercial marketing strategies. For its first 15 years, PSI worked mostly in family planning (hence the name Population Services International). In 1985, it started promoting oral rehydration therapy. PSI’s first HIV prevention project — which promoted abstinence, fidelity and condoms — began in 1988. PSI added malaria and safe water to its portfolio in the 1990s and tuberculosis in 2004.

HEALTH IMPACT

PSI has an uncompromising focus on measurable health impact and measures its effect on disease and death much like a for-profit measures its profits. Just last year PSI saved the lives of 9,246 mothers, prevented 3,896,671 unintended pregnancies, stopped 234,367 new HIV infections, and avoided 379,286 deaths due to diseases like malaria, diarrhea and pneumonia that most threaten young children.
