Objectives:

The purpose of these positions is to enhance the role and efficiency of the Office of Ministry of Foreign Affairs & International Cooperation [“MOFAIC”], particularly in the areas of logistical development, financial implementation and quality control; providing support for the development and updating of key strategic documents, building the institutional and functional capacity of MOFAIC in implementing midterm public and economic diplomacy strategies. As the largest Ministry in the Federal Government of Somalia, this will enable a more effective “whole of government” streamlined approach to foreign policy formulation, implementation and advice.

Senior Technical Procurement Adviser

Overall:

The Senior Procurement Adviser will ensure that sound technical procurement practices and methods are applied, available and necessary data are collected and used at MOFAIC. The Adviser/Secondee shall work in close consultation with the Head of the Procurement Department and will report to the . The Adviser shall report to the PS/DG Ministry of Foreign Affairs and International Cooperation-MOFAIC.

Scope of Work, Outputs and Deliverables:

· Develop an annual strategy for MOFAIC with a biannual review.

· Implement “Purchase to Pay” software and develop training sessions to show MOFAIC staff how to properly use the software.

· Initiate the procurement processes, including those for International and Local Competitive Bidding procedures, ensuring compliance with agreed procurement methods’ thresholds, prior review requirements specific to the project, and agreed aggregate threshold amounts for less competitive procurement methods

· Support the Head of Procurement to keep the Procurement Policies update, tendering exercises, general procurement activity. and identify any gaps or discrepancies.

· Support the MOFAIC in achieving maximum value for money, for example by reviewing high value purchase orders against existing contracts and identifying potential savings through the use of Preferred suppliers and contracts.

· Support the transition from a culture of ‘approval after spend’ to ’approval before spend’.

· Develop the contract register and its ongoing maintenance.

· Develop and deliver training for staff with responsibility for purchasing within the organization (in conjunction with the Learning & Organizational Development).

· Develop and maintain effective relationships with buyers across the organization and understand their procurement needs.

· Management of active purchase orders, including year-end and roll over.

· Contact for queries regarding procurement and purchase orders.

· Develop procurement reporting and KPI’s to highlight cost saving and value-add opportunities and propose relevant improvements.

· Provide support to the Expenditure and Procurement Manager and provide support across the Expenditure team as required.

· Work with Expenditure Officers to maintain an accurate supplier database, supporting the review and approval of new suppliers too.

· Provide support on year-end process and assist with audit queries.

· Completion of ad-hoc tasks as required where commensurate with the role.

Competency Requirements:

· Ability to operate in compliance with organizational rules and regulations.

· Effective organizational and problem-solving skills and ability to manage a large volume of work in an efficient and timely manner.

· Ability to establish priorities and to plan, coordinate and monitor (own) work.

· Ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent activities.

· Ability to operate effectively across organizational boundaries.

· Demonstrates openness to change and ability to manage complexities

Qualifications and Working Experience:

· A postgraduate degree in accounting or finance from recognized educational institution or equivalent work experience and a bachelor’s degree in lieu of a postgraduate degree.

· Minimum of 7 years work experience, working at a senior level within Government or relevant institution in the private sector.

· Relevant practical experience in the development and implementation of institutional frameworks and systems.

· Strong leadership and negotiation skills.

· Ability to engage with senior government officials.

· Strong presentation and public speaking skills.

· Ability to manage a diverse team and partner relationships.

· Experience in the development of human capacity by way of mentoring and training.

· Respect for diversity and ability to adapt to different cultural settings.

· Must be Excellent in both Spoken and written Somali and English.
