The Senior Viral Load/Lab Specialist Advisor will be responsible for their specialty technical area, they will provide direction and be responsible for technical outcomes of the viral load/lab activity. The Specialist Advisors will share in the implementation of the technical principles guiding the program. He/She will Leads the Laboratory Sciences staff and programs ensuring that program and requirements are met. Develops technical assistance, laboratory strengthening and quality assurance/quality control materials and programs to support Laboratory Sciences endeavors for Program areas.
Job Summary
Provide laboratory sciences services including technical assistance and capacity building initiatives to ensure and enhance the quality of laboratory services associated with HIV/Aids program areas. Key responsibilities include:
- Work with the ECHO programs, planning, and procurement director to design, implement, monitor, and evaluate laboratory support, strengthening, and logistics activities, particularly laboratory network system intervention and equipment maintenance strategy results.
- Collect information on innovations, best practices, and positive outcomes in VL laboratory logistics systems strengthening implemented at the field level.
- Rresponsible to coordinate and keep up-to-date the laboratory dossier on “new tests and diagnostic approaches”.
- Contribute to project reporting and publications on VL and laboratory logistics for internal and external audiences, highlighting standards, innovations, and best practices implemented in collaboration with field-office staff and technical specialists Managing the Laboratory Sciences activities.
- Leads the development of technical assistance, laboratory strengthening and quality assurance/quality control materials and programs.
- Responsible for developing and implementing continuous improvement initiatives to build laboratory capacity and quality with reference to accepted standards and requirements.
- Provide technical assistance to laboratories and others as needed and requested as part of overall capacity building and continuous improvement schemes.
- Assist with the preparation and delivery of laboratory trainings and training-related services.
- Oversee monitoring of patient viral loads in specified facilities and communities.
- Participate in national laboratory Technical Working Group and other working groups, as appropriate.
- Support data validation to use for better quantification and reduce waste management.
- Ensure the implementation of recommendations to respect norms and standards for quality assurance.
Qualifications
- A medical degree or a doctoral level degree in public health or related field.
- 5-8 Years of relevant experience in management of large projects and/or programs. At least 10 years of experience in clinical service delivery of HIV related interventions, with a focus on viral load monitoring.
- Strong skills in data use and interpretation.
- Ability to perform at a senior policy level.
- Demonstrated experience at a senior level participating or advising in high level MOH meetings/discussions/boards.
- Demonstrated ability in monitoring similar programs and interpreting and utilizing national level data.
- Strong oral and written skills in Portuguese and English
