CHAK is a national Faith Based health service delivery and program organization of the Protestant Churches in Kenya established in 1946 with presence in 45 counties in Kenya. CHAK has emerged as a market leader and driver in HIV prevention, care and treatment programs in Kenya, working collaboratively with the national and the county governments to improve access to quality prevention and service delivery and to catalyze strengthening of county health systems and community health networks, fostering greater sustainability and self-reliance.

CHAK is seeking competent, experienced and highly skilled professionals as Technical Advisors to lead in the anticipated USAID funded 5-year HIV Prevention, care and treatment project in Mt. Kenya, Kajiado and Nairobi region counties. The successful candidates are expected to drive the project to achieve its objectives and to act as change agents supporting a culture of performance and accountability within the project counties. 4. SERVICE DELIVERY ADVISOR HEALTH SYSTEMS STRENGTHENING

S/he will be responsible for overall technical leadership and guidance for developing and implementing a broad health system strengthening framework to improve organization and delivery of nutrition & health services in the project. The HSS Advisor will work to embed sustainability mechanisms for stronger county health systems in the project. S/he will be responsible for implementation of Health Systems Strengthening component in close liaison with the of DCOP and the other technical advisors and the rest of the project team. She/he will work the County Management Health Teams (CMHT).

In addition, s/he has overall responsibility for the strategic management of the project’s implementation and operation activities, in accordance with CHAKs policies and practices, its vision, mission and values.

Reporting to the Deputy Chief of Party, this position will:

· Provide programmatic and strategic leadership, setting priorities in designing and managing the implementation of project activities in collaboration with the other technical advisors and the implementation team;

· Provide overall technical guidance and leadership for implementation of facility, county and community level HSS activities;

· Contribute to the capacity building project, county, community health networks competences in HSS for quality & sustainable service provision;

· Review and analyze data for performance monitoring and utilize the data to take corrective actions;

· Ensure that the project receives adequate support and facilitation from the county support functions (supply chain, HR, Admin, Awards and Finance) enabling creation of resilient and sustainable systems to support service delivery. Also ensure gaps are identified, prioritized and communicated to the CO operations team effectively;

· Oversee the development and successful implementation of work plans and indicators linked to transfer of greater responsibilities to the counties are achieved along the trajectory pf milestones;

· Represent CHAK and the project in relevant county and national fora including donor meetings in collaboration with the DCOP;

· Have overall management responsibility for the direct reports where appropriate;

· Participate in the annual work planning process in close collaboration with USAID and the County health teams and the project staff;

· Prepare narrative and financial reports for the donor and CHAK as required, ensuring these are of a high quality and submitted for review in a timely manner. This will involve compilation of information from a range of project staff and staff who have been transitioned into county employment and support;

· Monitor program outputs and outcomes and work closely with the Monitoring, Evaluation Research and Learning team to ensure that results are documented and reported accurately and in a timely manner;

· Work closely with the Monitoring, Evaluation Research and Learning team and take a lead in ensuring that all HSS components have robust monitoring plans, baselines, reviews and evaluations in line with the project design and donor guidelines;

· Facilitate appropriate dissemination of research findings and good HSS practices internally and externally to donors, governments, consortium partners and other key actors strategic for immediate and sustainable service delivery plan;

· Serve as a technical knowledge, skills and experience hub for the sector in documenting and sharing best practices and innovations for replication and advocacy together with quality program team;

· Work with technical resources among project staff sharing and learning in best practices and leverage their support for strengthening HSS related studies, assessments, innovations, advocacy and capacity building

Minimum Requirements:

· Master’s degree or higher in public health, or related field;

  • Minimum of five (5) years of experience with progressively increasing responsibility managing designing and implementing in Kenya;
  • MUST be fully knowledgeable and experience with the county service delivery, HR, AOPs and 5-year County Development Plans;
  • Experience leading a highly successful health systems strengthening program in Kenya or in a similar setting;
  • Experience of working with local/national governments and capacity building of systems, partners and staff;
  • Strong results orientation, with the ability to challenge existing mindsets;
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in;
  • Ability to present complex information in a succinct and compelling manner;
  • Fluency in English, both verbal and written, required.
