CHAK is a national Faith Based health service delivery and program organization of the Protestant Churches in Kenya established in 1946 with presence in 45 counties in Kenya. CHAK is seeking competent, experienced and highly skilled professionals as Technical Advisors to lead in the anticipated USAID funded 5-year HIV Prevention, care and treatment project in Mt. Kenya, Kajiado and Nairobi region counties. The successful candidates are expected to drive the project to achieve its objectives and to act as change agents supporting a culture of performance and accountability within the project counties. 7. SERVICE DELIVERY ADVISOR: OPERATIONS AND PROCUREMENT

This role is critical to the success of the project operations by working closely with the other Service Delivery Advisors in the project and also offer technical advisory on procurement and operations to CHAK as an organization.

The main objective of the position is to evaluate and improve organization-wide Operations and Procurement systems and policies ingraining best practices culture and value systems. The position will also give expert advice and support to operations and procurement to the organization and to ensure that the project and CHAK meets organizational, National and USAID operations and procurement compliance standards.

Reporting to the Finance & Administration Director, this position will:

· Define, develop and enforce compliance to policies, procedures, guidelines, indicators and tools including SOPs related to procurement;

· Lead the organizational spend analysis at field level in order to identify key suppliers, category of procurement and advice on the definition of priorities for the CHAK projects and programs and advise stakeholders on procurement KPIs;

· Provide guidance and advice, in order to develop local and regional project procurement strategies considering potential leverage by mutualizing with the spend of other projects and divisions of the organization;

· Provide strategic, local and regional insights and recommendations to the tactical procurement interventions in compliance of the global CHAK Procurement Strategies;

· Develop market assessments and benchmark analysis for continuous quality improvement of the operations and procurement processes;

· Build the capacities of procurement, project staff, as well as CHAK member health Units through coaching and training;

· Represent CHAK in operations and procurement systems forums.

Minimum Requirements:

· Degree in Business Administration or Supply Chain Management. MSC/MBA in procurement and supply logistics will be an added advantage;

· Minimum 4 years’ of experience in operations and procurement including data analysis, sourcing, complex negotiation and contracting with a good knowledge base in supply chain processes and financial budgeting especially within context of USAID projects;

· Operational experience ideally with USAID and UN Systems projects or other INGOs supporting diverse complexities;

· Experience in private sector is key in order to blend NGO and private sector best practices;

· Computer literacy with proven ability to work with Office and a good command of excel is a must;

An analytical mindset, organizational skills and autonomy are a must with proven experience in customer orientation and a result-orientated attitude
