In Mozambique, we are working to eradicate early marriage and early pregnancy through projects that focus on adolescent girls in Inhambane Sofala, Nampula and Cabo Delgado provinces. These projects are programmed along our three strategic pillars: Girl Education, Sexual Reproductive Health Rights, Youth Economic Empowerment and climate change. Our work is gender transformative and includes influencing work at national and sub-regional level.

Role Purpose

The purpose of this role is to provide SRHR technical guidance for the effective implementation of the MUNDZUKU project and contribute to improving and sustaining the quality and impact of the SRHR-related programming and influencing activities. The post holder will directly work both with the Project implementation partners, government institutions, and communities to ensure that the project is implemented and meets the key deliverables in SRHR component on time and on defined quality. The post holder will coordinate activities with the Project Manager on a regular basis and will liaise with Plan Country Office Gender Specialist.

About the project
Plan International Finland is setting up a programme called “My Body My Future.” for the years 2022-2025. This Programme is firmly anchored in a human-rights transformative approach in terms of its standards and design and reflects a comprehensive approach to Sexual and Reproductive Health and Rights (SRHR). It is composed of an overseas component, involving six projects in six developing countries, Mozambique included; and a domestic component, for activities in Finland. The overseas component focuses more on the sexual and reproductive health theme, while the domestic component has a broader scope of engaging youth and the public on sustainable development and equality for girls.
The Programme involves four Outcome areas: 
a.    Children, adolescents and youth in all their diversity have the support and the confidence to make informed, responsible, positive and healthy choices about their SRHR and future – PIMz to lead.
b.    Children, adolescents and youth in all their diversity have improved access to quality, inclusive, gender-responsive and adolescent- and youth-friendly SRHR services and especially girls most at risk have stronger social protection.
c.    Children, adolescents and youth in all their diversity live in safe and supportive communities that transform gender roles and challenge harmful social and gender norms and stigma around SRHR.
d.    Children, adolescents and youth in all their diversity participate and benefit from a vibrant civil society that advocates for increased public investment and improved SRHR policy and promotes equality for and agency of girls.
In Mozambique, the project is called MANDZIKU and the work will draw on elements of the previous project WUTOMI which was implemented between 2018-2021 to challenge gender inequality and social norms that hinder the fulfilment of sexual and reproductive health and the rights of young people aged 10-19.

SCOPE
Work closely with NO colleagues, including the Regional Technical Specialist – SRHR and Gender, to advance the ambition of the project. The incumbent will also support strategic relationships with stakeholders, including government officials, community leaders, and development partner staff, to position Plan International as an influential leader in SRHR in name of Plan International Mozambique.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

  • Liaise with implementing partners (ASSOCIATION MAHLAHLE, LAMBDA, and AMODEFA) for promoting the SRHR within the “My Body, My Future” project (MUNDZUKU), with the aim of enabling CAYs in all their diversity, especially teenage girls to enjoy and fulfill their sexual and reproductive rights.
  • Test and rollout Plan International’s guidance and tools for advancing key components of SRHR for CAYs in all their diversities which include those related to: 1. SRHR education, information, and skills-building; 2. Quality Adolescent and Gender Responsive SRHR services; and 3. Community and societal support for SRHR.
  • Work alongside other Plan project staff and implementing partners working for MANDZIKU project to provide advance deeper technical support on gender-transformative SRHR.
  • Support the development of training manuals, guidance documents, and toolkits on adolescent SRHR.
  • Development of capacity building plans and providing training, coaching, and mentorship on gender-transformative SRHR to program staff and implementing partners in MANDZIKU project.
  • Identify and build opportunities and, as well as strengthening project partnerships to advance adolescent SRHR and gender equality in the project areas.
  • Map and analyze operational contexts and trends to inform programme development and improving upon our SRHR practice in MANDZIKU project intervention area.
  • Establish regular contact and maintain credibility and good relations with partners, stakeholders, and communities where the project is implemented and contribute to the establishment of networks on SRHR for advocacy and influencing.
  • Monitor activities implementation through regular visits, meetings with community and other stakeholders and make informed decisions as necessary.
  • Ensure the collection of quality data to inform the ME database.
  • Support in preparation of all monthly, quarterly, and annual project work plans and reports as required by Plan International Mozambique and the donor and by other project stakeholders and beneficiaries as appropriate.
  • Document project implementation and changes generated by the project through success stories, documentaries, Most Significant Changes, booklets, etc and maintains crucial project documents which track project progress and facilitate consistent learning and sharing of good practices among staff and partners.
  • Identify any potential issues or risks that could affect the progression of the project and communicate these items with the Project Manager.
  • Performs any other duties within the scope of the role as assigned by the line manager.

Safeguarding Children and Young People and Gender Equality and Inclusion (GEI)

Qualifications
Essential

  • Degree in Public Health/ Social Sciences/Education/or equivalent in a related discipline;
  • Minimum of 5 years of proven experience within the development sector in SRHR (experience in both development and humanitarian setting desirable).
  • Strong expertise in gender-transformative programming and a good understanding of intersectionality and inclusion.
  • Experience in capacity development of project and partner’s staff and strong facilitation and training skills.
  • Experience in working for an international organization and with local partners.
