The HR Advisor will be responsible of managing all aspect related to recruitment process and employee on boarding, learning and development of local staff and internship program management in accordance with established rules and internally set objectives. S/he will be the main person in charge of HR administrative management. Specifically, this role shall be a busy post requiring lots of energy, creativity and influence, suited to a skilled and experienced hands-on individual with experience of Human resource management.

Dimension of the role

Under the supervision of the Country HR Manager, this role shall support the HR Shared services team through:

  • Local talent acquisition (Recruitment/Induction/Orientation/ Probation);
  • Learning and development;
  • Internship program management;
  • Providing management with reliable HR data to support good decision-making;

Typical responsibilities and key end results

Resourcing

  • Contribution to staffing levels and caliber of staff that is in line with business needs and HR plans and policies
  • Provide guidance and support recruitment processes that meet Plan policy and meets good practice standard to attract and retain the best (Create & post job adverts, selection – co-ordination of interviews & rejections, Support to identify appropriate assessment methods & tools – and on boarding, offer management, Plan’s child and youth safeguarding elements are included at all stages, background/references checks, induction, liaise with agencies etc, …)
  • Plan and deliver induction for new hires to enable them settle faster and easily.

HR Development

  • Develop and monitor a comprehensive training and development plan which is budgeted and respond to staff development needs and organizational orientation;
  • Evaluate the effectiveness of training initiatives and performance improvement plan;
  • Support and monitoring of performance management practice, talent management and training and learning opportunities;
  • Support in the roll out and implementation of global and local talent management program in both offices;
  • Orientate and support staff during the performance appraisals and in the use of the system.

HR Operations

  • Provide management with timely information related to staff and ensure that Plan International in Senegal employment practice complies with global policy and local labour law;
  • Control legal matters related to local staff, including contracts, legal benefits and obligations, final payment calculations and other related matters;
  • In consultation with the head of HR provide support to the interpretation, implementation and rolling out of global and local HR policies and procedures;
  • Relationship with administrative institutions (Labour Inspector, Social Security Fund, IPRES …);
  • Maintain and disseminate all existing HR global & local policies (CoC, HBD, CYSP, IT, Fraud Bribery and conflict of interest etc.).

Monitoring and reporting/Management information

  • Maintain information and monitor completion of fixed-term contracts and probation periods;
  • Ensures the production of HR periodic reports and summary reports;
  • Ensures the management and monitoring of the HR database (CV-thèque);
  • Feeds HR databases (training, recruitment, performance appraisals …) and provides the hierarchy with reliable information and decision support indicators.

Employee relations/Well being

  • Participates in the social management of staff and competitive intelligence, particularly in terms of staff motivation and maintaining a good social climate;
  • Manage and monitor statements of workers’ movements with the competent institutions;
  • Coordinates the logistics and implementation of Regional HR network meetings.

Implementation of child and youth safeguarding Policy

Ensures that Plan International’s global policies for Child and Youth Safeguarding Policy (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives

Essential

  • Master’s degree in Human Resources Management or equivalent;
  • Excellent technical knowledge on general HR areas as indicated by the duties above;
  • Excellent writing and speaking skills, both in English and French;
  • Proven skills in the full range of general HR needs including data management, recruitment, pay and employee relations are essentials;
  • Sees a contribution of own part of the organization in wider Plan and external context.
  • Able to identify and manage risks to the organization;
  • Remains calm and positive under pressure and in difficult situations;
  • Excellent understanding of human resources administrative management in the context of Senegal;
  • Excellent knowledge of Senegal local labor laws and work environment requirements.

Desirable

  • Skills in supporting strategic planning and human resourcing requirements;
  • First-hand experience and knowledge of working in development sectors in Senegal or other West Africa Context in particular an advantage;
  • Holds self and others to account to deliver on agreed goals and standards of behaviours.

Physical Environment and Demands

This post is based in Dakar, which at present is a normal operational environment. However, the post-holder must be willing to travel at least 20% within and sometimes outside the country
