POSITION PURPOSE

Shelter and settlement vulnerability in Sudan continues to rise as widespread conflict and natural disasters cause devastation to infrastructure, housing and household assets. Local resilience capacities are being overstretched as political crisis drives economic and social marginalization. Households and communities that were previously able to leverage their own coping strategies to safeguard their lives and assets, are now increasingly finding that the type, scale and frequency of the hazards they are being exposed to pose a severe threat to their safety and well-being. At the same time, institutional resources to support safe and adequate housing are declining because of global financial constraints.

It is therefore not a surprise that the Sudan HNO 2023 identifies 2.9 million people in need of shelter and NFI assistance, a 7% increase compared to the previous year. Due to limited resources, cluster partners will target 1.5 million IDPs, returnees and vulnerable residents and prioritize 85 localities across 13 states in Sudan where the highest severity of needs has been recorded. These are conflict affected areas across Darfur and Kordofan regions and in Blue Nile, as well as other areas historically subject to recurrent flooding.

KEY RESPONSIBILITIES

  • Support cluster coordinator in establishing and maintaining appropriate humanitarian coordination mechanisms, ensuring inclusion of key humanitarian partners for the Shelter NFI sector.
  • Together with cluster coordinator, work closely with other key members of the Cluster including GoS officials, State, or Local Governments, INGOs, NNGOs, the RC/HC and OCHA, and ensure that linkages are made with other relevant sector groups.
  • Support cluster coordinator to ensure that needs are identified and that cluster activities address the identified needs efficiently and effectively, fill gaps and prevent overlap and duplication.
  • Support cluster coordinator in securing funding and other commitments to the cluster from humanitarian actors responding to emergency shelter and NFI needs.
  • Support cluster coordinator in leading and coordinating the Emergency Response for Shelter and NFIs for flood and conflict affected population.
  • Support the cluster coordinator with the development of the strategies of the Shelter and NFI Cluster, work plans, and coordination of response activities, taking into account cross-cutting issues.
  • Support cluster coordinator in advocacy and fundraising efforts for the cluster in emergencies as first wave response and ensure that the Shelter and NFI Cluster is explicitly included and prioritized in all multi-sector assessments, reports and appeals.
  • Support cluster coordinator in facilitating the joint development of relevant and contextualized minimum standards, policies and guidelines by Shelter and NFI Cluster members and build their capacity to apply these.
  • Together with cluster coordinator and cluster team, track and monitor cluster members fundraising for Shelter and NFI specific interventions.
  • Support in sector wide contingency planning including support to the development and application of sector wide emergency preparedness plans and capacity building of cluster members.
  • Chair and prepare cluster meetings and Strategic Advisory meetings in the absence of the cluster coordinator.
  • Together with cluster coordinator, actively support in the CHF, CAP, CRP, and CERF processes as relevant.

  • Cooperating with arrangements made to assist the return-to-work of ill or injured employees.
  • Follows other job-related activities that are assigned by superior.

QUALIFICATIONS

Education:

  • Degree in the field of in Civil/Structural/Architectural Engineering or other relevant discipline.

Experience:

  • Minimum 5 years of experience in Emergency Response in similar contexts.
  • Technical competence in the Cluster system and Shelter and NFI sector.
  • Ability to contribute actively and meaningfully to complex analysis, strategy and planning.
  • Understanding of CAP, CERF, CHF, CRP and Flash Appeal processes.
  • Maintaining good relationships with all relevant stakeholder counterparts.
  • Working with diverse stakeholders to develop consensus.
  • Presenting ideas effectively and clearly while listening and acknowledging others perspectives and views.
  • Applying humanitarian principles and enabling the links between emergency response, recovery, and the transition to development.

Skills and knowledge:

  • Experience in writing reports; developing and monitoring proposal and project budgets.
  • Experience in procuring goods and services and working with consultants and vendors.
  • Experience organizing and managing program/project knowledge/information.
  • Strong writing and editing skills; excellent communication, organizational, and analytical skills.
  • Exceptional ability to work well in a team environment as well as independently.
  • Ability to multi-task under tight deadlines; ability to travel internationally on short notice.
  • Comprehensive knowledge of Microsoft programs (Excel, Word, PowerPoint, etc.).
