About the job
Overall purpose of the role:
The Shelter & (WASH) Specialist provides direct support to the Shelter Manager in DRCs emergency response in Tripolitania Area.
The role contributes to the development of area shelter and wash strategies, which are translated into action plans and day-to-day tasks. This role has a focus on capacity building existing teams, ensuring area level coordination between staff and provides support and/or technical guidance to area level operations. This role will also work with support sectors to build responsive, efficient and high-quality engineering projects. The WASH & Shelter Specialist is required to assist in the development of the WASH & Shelter programme strategy and ensure that there is integrated programming with other DRC sectors operating in the Tripolitania area.
Duties and Responsibilities
Responsibilities:
Programming
· Identify technical priorities and work with the Shelter Team to improve engineering outputs, programme planning and the rapid response of the interventions across the Tripolitania Area.
· Conduct regular training to the program teams on implementing engineering projects within the humanitarian context.
· Contribute to the development of cash-based programming through incentive worker schemes for cash-for-work initiatives.
· Assist the Shelter manager on reporting to donors and other relevant humanitarian actors as required.
· Work with the support staff, including HR, Finance and Supply Chain, to ensure that the infrastructure targets can be achieved on time and on budget, as required.
· As preparedness activities, design and develop the contracts for emergency WASH and Shelter activities, including, but not limited to; borehole construction, framework agreements on goods and services, kit composition, contracted water trucking and any other services addressing emergency needs.
· Ensure that the Shelter and WASH Programmes are implemented in accordance with DRC standard regulations and operational procedures – at all times.
· Ensure adherence to DRC Security procedures according to the DRC Operations Handbook and local security rules
· Ensure that the shelter and WASH programme is informed by sound analysis, and that contact with beneficiaries, target groups and representatives of authorities consultations is in line with DRC’s values, culture and beliefs; and that the strategy is gender and conflict sensitive.
Monitoring, reporting and development
· Develop and undertake shelter needs assessments to inform program design and strategic direction. This may include conducting rapid needs assessment of the situation in collaboration with other stakeholders
· Conduct assessments and fact-finding missions to establish WASH programming in the operational areas where needs have been identified.
· Develop the digital data management systems required to carry out rapid shelter projects – including the establishment of voucher-based programming as required.
· In coordination with the MEAL and shelter team, take the lead in the development of program monitoring tools
· Quality control and site monitoring as per expected outputs and outcome to ensure that services provided are according standards in coordination with MEAL team.
· Play a proactive role in integrating shelter strategy with other sector strategies to ensure maximum impact; working collaboratively with other technical specialists/coordinators to ensure that minimum protection standards are included.
· Together with the Area Manager, identify and develop strategic and complimentary entry points for DRC shelter/infrastructure & WASH programme. This may include exploring and developing strategic partners contributing to quality and scaling up of programmes
· Work closely with HOP and the Grants unit to develop quality proposals, concept notes and budgets as well as input into donor reporting
Representation and coordination
· Cultivate good relations with key humanitarian actors in the WASH and Shelter sectors in Tripoli.
· Liaison and close coordination with UN agencies, NGOs, government authorities and other non-state actors who will periodically visit the project areas.
· Represent DRC as required in coordination meetings, technical visits and technical working groups.
Required:
Experience and technical competencies:
• Background in Engineering (Water & Sanitation), Environmental Engineering, Geology, Civil Engineering or relevant discipline.
• Minimum 10 years’ experience in initiation, planning and implementation of Shelter or WASH projects according to internal and national guidelines, agreements and international standards.
• Knowledge and experience of working with local communities & local government authorities in conflict settings.
• At least 5 years’ experience in relevant field in an INGO.
• At least 3 years’ experience with engineering or other related technical fields.
• Previous experience working in context of urban programming displacement in volatile settings (with good knowledge of the protection issues affecting people in a situation of forced displacement or migration) . Work experience in the areas of emergency, camp management, development sector, especially with displaced/refugees’ communities can substitute education qualification.
• Demonstrable experience in carrying out rapid needs assessments, designing and starting up programming
• Demonstrate ability in thinking creatively and practically to improve the quality of programming and achieve greater impact
• Solid experience in project development and management; with good skills in donor proposal writing/reporting and budget
• Excellent technical knowledge of shelter standards and principles with demonstrated capacity to develop effective responses/modalities to identified shelter needs and in accordance with the relevant frameworks
• Strong capacity in influencing and engaging a range of stakeholders; in particular national partners and local/government authorities, with proven representational skills and the ability to advocate in line with humanitarian principles
• Experienced facilitator/ capacity builder with the ability to train and mentor staff and target groups, especially in community mobilization
• Ability to work flexibly in a diverse multi-cultural team; with proven leadership skills
• Good communication skills, including ability to simply present complex technical information.
Commitment to integrate gender, protection, conflict sensitivity and accountability into programming
Education:
• University degree with advanced training or technical qualification in relevant sector (preferably Civil & Environmental Engineering)
Languages:
• Full professional proficiency in English.
• Proficiency in Arabic considered an asset.
