The Shelter Porgramme Development Manager oversees all programmatic, operational and financial aspects of NRC Shelter and NFI projects in Libya. In close collaboration with the Country Director and NRC programme team, this role will work to further enhance the quality of current projects and explore opportunities to expand in new areas across Libya.

In this position you will receive accommodation and R&R.

We are looking for an experienced humanitarian worker within the Shelter, with experience in the Middle East or North African context.

Fluency in English is required and Arabic is an asset.
Main Responsibilities:

Responsible for the successful delivery of NRC’s Shelter Response across Libya through direct delivery. This includes responsibility for managing assigned project budgets, and the regular review of project targets, budgets and work-plans

Identify needs for conflict and displacement affected populations and provide appropriate response in terms of shelter assistance (household and community rehabilitation for urban and camp based communities) and NFI distribution

Liaise with local authorities and ensure that all repair work of housing and community infrastructures are in line with national regulations and standards

Promote integrated programming (with other CCs – ICLA and Education) through systematic planning/cooperation

Develop tools and undertake a community level assessment of the shelter and socio economic needs in key pockets of displacements/return across the Libyan coastal line to inform the expansion of shelter and NFI activities into new geographical areas.

In close coordination with other CC managers and CD, responsible for overseeing assessments undertaken by NRC for Shelter or related activities; Assessments may be emergency-focused, Sector-Specific, Multi-Sector Assessments, Market Assessments, etc
Responsible for the delivery of project Monitoring and Evaluation for NRC and partner-led Shelter or related activities; in accordance with agreed minimum standards.

Provide technical support on the recruitment and the management of all shelter staff. To this end, develop Terms of Reference (ToRs), develop staffing plan, and participate in recruitment processes and performance evaluations.

Dedicate significant time/effort through training/coaching/mentoring to develop the capacity of national shelter project staff.
Represent NRC towards external stakeholders, including humanitarian partners, donors, and authorities; Serve as the co-lead for the Shelter/NFI Sector Working Group Any other tasks as delegated by Country Director

Non-Family duty station

Travel: up to 40% in the field,Tripoli and Tunis
