Overview of position

In accordance with the 2nd Growth and Transformation Plan and the National Logistics Strategy, Our Client and the Ethiopian Government have identified one priority goals: strengthening upstream supply chain through strategic planning of cargoes and technical support for shipping activities. In this context, Our Client will work in close collaboration with relevant Ministries where the Ethiopian Maritime Affairs Authority (EMAA) will position itself as the coordinating body between relevant Government entities involved in the National Logistics Strategy for the implementation of the joint activities.

Role objectives

Plan and coordinate ESL shipping operations, build ESL/EMAA’s capacities in managing efficiently shipping operations and more specifically chartered operations.
The incumbent will be seconded to Ethiopian Shipping & Logistics Services Enterprise (ESL) and will be responsible for the following duties, reporting directly to the Ethiopia Country Office’s Head of Supply Chain:
At Strategic Level:

  • Develop and implement policies, processes and procedures for shipping operations ensuring that objectives are achieved in compliance with wider logistics policies and standards;
  • Design, plan and lead implementation of timely and efficient shipping/chartering operations for ESL following standard processes;
  • Participate in supply chain planning and decision-making and provide expert advice to ESL and EMAA’s Management accordingly;
  • Prepare comprehensive reports supporting ESL-wide view of shipping activities that provides visibility and enables informed decision-making and consistency of information presented to stakeholders;
  • Build productive partnerships across the Government’s stakeholders to support an integrated supply chain.
  • Undertake baseline study to monitor and assess activity’s progress and effectiveness during the implementation of the incumbent’s mission.

At Operational Level:

  • Provide technical assistance, guidance and support on shipping matters, and more specifically, for chartered operations to EMAA and ESL;
  • Consolidate and plan shipments, monitor operational aspects of chartered vessels, cargoes, including checking document readiness, loading and discharging operations. Provide long-term recommendations to identified issues to EMAA/ESL accordingly;
  • Support the contracting of sea transportation in a manner that best responds to ESL needs, including suitability of vessels, costs, transit time, routing and other supply chain factors;
  • Monitor contract execution from A to Z (loading, voyage and discharge) in close liaison with port agents and FFA, intervening with specific actions to immediately address problems and recommending follow up actions.
  • Identify and regularly monitor contractual, operational and supply chain risks and propose minimizing/mitigating actions for the longer-term;
  • Monitor performance of ESL shipping and forwarding agents, stevedores and other ancillary contractors at load and discharge ports and conduct quarterly performance reviews of all Ship Brokers, Charterers Agents and Forwarding Agents, proactively recommending any subsequent actions to be taken;
  • Properly identify, adequately manage and regularly monitor contractual, operational and supply chain risks, including the rigorous vetting of vessels to ensure full compliance with international maritime law in vigour. Provide longer-term recommendations accordingly;
  • Collate data and prepare accurate and timely reports, including Key Performance Indicators (KPIs), and report back to Our Client and ESL/EMAA accordingly;
  • Foster and promote the exchange of information within and between WFP and Government’s stakeholders, including knowledge sharing, coaching, mentoring, and providing hands on experience to ESL/EMAA’s staff accordingly. Provide technical trainings to identified Government’s staff.

  • Experience in commercial or government transportation sectors
  • Experience determining with Supply Chain actors best shipping modality/timing and liaising with agents and suppliers to ensure cargo readiness.
  • Experience managing network of freight forwarding and charter protecting agents at load and discharge ports.
  • Experience managing the discharging operations for chartered vessels and the contracting of stevedoring services.
  • Experience negotiating and concluding ocean transportation contractual arrangements with commercial shipping lines and ship owners.
  • Experience supervising professional/national staff.
  • Strong knowledge of international maritime law
