Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

The project is currently seeking a qualified short-term community HIV commodity supply chain advisor to be based at GHSC-PSM Ethiopia Field Office. The advisor is responsible for providing technical support for mapping of the HIV program community service delivery points to improve the efficient distribution of HIV commodities. The advisor will develop tools, conduct assessments and mapping of HIV program community service delivery points that lists service delivery by administrative levels, service type, commodity range managed and supplying EPSA hubs. She/He will collaborate with EPSA, MOH, RHBs and USAID/PEPFAR community HIV care and treatment implementing partners to ensure continuous availability of HIV commodities, to improve the HIV commodity supply chain practice, and solve supply chain bottlenecks at HIV community service delivery points. The Global Health Supply Chain – Procurement and Supply Management Ethiopia

Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global and local collaboration to improve availability of health commodities

Purpose

The short-term community HIV commodity supply chain advisor is responsible for providing technical support for mapping of the HIV program community service delivery points to improve the efficient distribution of HIV commodities to support the effort of MOH to expand access to community HIV prevention, care and treatment services. The advisor will develop tools, conduct assessments and mapping of HIV program community service delivery points that lists service delivery by administrative levels, service type, commodity range managed and the supplying EPSA hubs. She/He will collaborate with EPSA, MOH, RHBs and USAID/PEPFAR community HIV care and treatment implementing partners to ensure continuous availability of HIV commodities, to improve the HIV commodity supply chain practice, and to solve supply chain bottlenecks at HIV community service delivery points.

Principal Duties and Responsibilities

  • Work to develop tools for mapping of the HIV program community service delivery points to improve the efficient distribution of HIV commodities to these facilities
  • Develop a tool for mapping of HIV program community service delivery points that lists service delivery by administrative levels, service provided, commodity range managed and the supplying EPSA hubs
  • Collaborate with USAID/PEPFAR community HIV care and treatment implementing partners to identify and map list of community HIV service delivery points
  • Assess the list of HIV program community service delivery points with the specific service it provides by EPSA hub
  • Develop the list and profile of HIV program community service delivery points with respective EPSA hubs
  • Review and optimize the supply chain practice including the distribution, Logistics management information system, storage, and inventory management of HIV commodities at the community service delivery points
  • Collaborate with EPSA, MOH, RHBs and USAID/PEPFAR community HIV care and treatment implementing partners to improve the HIV commodity supply chain practice, to identify and solve supply chain bottlenecks at HIV community service delivery points to ensure continuous availability of ARVs and HIV commodities.
  • Collaborate with PEPFAR community implementing partners to review ARV dispensing and adherence counseling practice including dispensing of ARVs, Adverse drug event (ADE) monitoring and the implementation of pharmaceutical management information system (PMIS) at HIV community service delivery points
  • Support the triangulation of the dispensed-to-user data from the ART pharmacy with the consumption data on the report and requisition form of HIV program community service delivery points
  • Support sites to improve data quality problems of supply chain reports
  • Compile regular reports to present progress and objectives achieved in the PMIS work plans.
  • Document and share success stories and best practices on PMIS implementation
  • Timely share status reports
  • Maintain a good knowledge and understanding of all office rules and procedures as set forth in the project policy manual.
  • Exhibit Chemonics values and build culture of “Living our Values” within the team
  • Perform other duties as assigned.

Level of Effort and Location

  • This short-term position will work five days in a week and be based at central EPSA office in Addis Ababa, Ethiopia and with intermittent travel to ART sites, sub cities, and regions.

Supervision

  • The short-term community HIV commodity supply chain advisor will technically report to EPSA forecasting and market shaping director and administratively report to the GHSC-PSM Health Systems Strengthening Director. He will also be accountable to the EPSA and will also closely work with central level GHSC-PSM specialist or advisors.

Job Requirements

  • Advanced degree in pharmacy, supply chain or related fields; advanced degree preferred.
  • Minimum of seven (7) years of relevant experience in public health supply chain and pharmacy services system strengthening or related field; USAID experience preferred.
  • Significant experience in system strengthening of the Ethiopian public health supply chain management and pharmacy service, with experience on ART services of the HIV/AIDS program.
  • Proven experience in providing technical assistance to public health supply chain and pharmacy services system strengthening activities.
  • Demonstrated ability to work with partners in implementing complex programs.
  • Skilled in actively working in high-performing teams and independently deliver expected result
  • Excellent interpersonal and communications skills.
  • Willingness to travel throughout the regions of Ethiopia.
  • Fluency in English required.
  • Demonstrated leadership, versatility, and integrity
