Plan International has been working in Egypt since 1981 according to an agreement with the Ministry of Foreign Affairs under the supervision of the Ministry of Social Solidarity. Today, Plan International Egypt works in Alexandria, Damietta, Beheira, Assiut, Sohag, Qena, Greater Cairo and Qalyoubiya.

This position with be responsible to support Empowering Youth and Civil Society Organizations (CSO) for Promotion of Youth Sexual Reproductive Health (SRH) and the Elimination of Female Genital Mutilation (FGM) and Child Marriage in Egypt Project, funded by the Swedish International Development Cooperation Agency. The project will be implemented in Qalyoubia, Beheira and Sohag governorates. The project’s duration is 5 years. The MEL Officer will report to MEL Manager and will sit in the Country Office, Cairo

About the Monitoring, Evaluation and Learning (MEL) Unit:

 

The MEL unit is one of the units within the Programme Department under the leadership of the Deputy Country Director – Programmes. The main role of the unit is to ensure quality MEL in all Plan Egypt’s programming and to ensure that results from programme work are captured, presented and analyzed in line with Programme and Influence Quality Policy (P&IQ), as well as M&E standards to inform programme design and management. The unit collaborates with Programme Units, and other units in the Programme Department to ensure that the conditions for effective monitoring and evaluation are met at all stages of the project and programme cycles. The unit also ensures that the necessary tools, mechanisms, capacities and conditions are in place to deliver quality MEL across the organization.

 

Key Objectives of the Unit:

  • To ensure that the necessary frameworks, mechanisms and tools are in place that allow Plan Egypt to monitor and assess its progress towards the objectives set out in its Country Strategic Plan (CS).
  • To ensure quality MEL for Plan Egypt’s individual projects and programmes in line with donor standards and requirements.
  • To support programmes and projects in needs assessments, project design, baseline studies and project evaluations that fit to the strategic priorities of the CS. The unit also works closely with other departments to ensure a good basis for gender-transformative monitoring of performance and results, and supports the process of project and programme evaluations.
  • To collaborate with the relevant programme departments in commissioning research to support building evidence base for decision-making about current and future programming and advocacy. The unit provides support, standards and guidance in alignment with Plan’s global research guidelines for commissioning research and works on establishing working relationships with external research bodies in order to improve on the timeliness and quality of research undertaken.
  • To promote accountability and facilitate participatory MEL practice including community feedback. The unit facilitates the implementation of mechanisms and tools to capture, respond and act on the opinions and feedback of girls, boys, women and men (including sponsor children) in the communities we work with.
  • To guide and support Plan Egypt implementing partners to design and develop MEL systems and approaches that are compatible with the overall Plan Egypt MEL framework. The unit provides capacity building, guidance and follow-up for partners, including Community Development Associations (CDAs), in the development and implementation of participatory monitoring and evaluation tools and procedures that provide quality evidence-based information for tracking the projects’ performance and results.

About the MEL Officer Role:

 

  • Develop, communicate and implement project M&E plan.
  • Establish M&E methodologies, processes and tools for the project, in cooperation with the MEL Manager, project team and other Plan staff.
  • Develop/critically analyse M&E reports and review project narrative reports.
  • Support the process of baseline study, and mid-term and final evaluations and ensure dissemination of results with all relevant stakeholders.
  • Process, analyze and review learnings, findings and outcomes of the project.
  • Measure progress in gender and inclusion outcomes, analyse gender-relevant data and document the results/changes in social norms and recommendations in reporting on programmes.
  • Analyse data and evidence (including research findings) from a gender and inclusion lens, with the support of the MEL Manager and other Plan staff.
  • Support project team in reviewing and analyzing case studies, success stories and other learnings collected at the field level and once finalized share them with Plan Egypt relevant teams for learning.
  • Assess, plan and implement activities to build M&E capacity at different levels, including project staff and partners, in cooperation with the MEL Manager.
  • Support project team in organizational reporting processes, including annual counting and quarterly reports.
  • Ensure standardization of M&E tools and methodologies across partners.
  • Promote and facilitate participation and feedback of communities in Plan Egypt’s M&E activities.
  • Take part in creating a supportive network of M&E staff to jointly learn from, develop and innovate M&E practice and methodologies.

Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:   

  • A University degree in relevant subject.
  • Minimum 2-3 years of Monitoring and Evaluation experience preferably with an international organization.
  • Experience in planning and facilitating training/workshops.
  • Fluent written and spoken English and Arabic language skills required.
  • Strong analytical skills and the ability to process large and complex data.
  • Demonstrated writing skills (report writing)
  • Experience working with children and understanding their special needs.
  • Experience with rights based participatory MER approaches.
  • Excellent interpersonal communication skills and team work abilities.
  • This position requires high computer literacy with a full knowledge of office applications.
  • Understanding of and commitment to the promotion of gender equality, child protection and inclusion of the most vulnerable.
  • Ability to work under pressure and meet multiple deadlines and targets.
  • Involves others in setting and achieving goals.
  • An open communicator and team player.
  • Knowledge and understanding of the local context and of interaction with local development actors and communities.
