Organizational Setting and Work Relationships

UNHCR’s Global Private Sector Fundraising programme is highly ambitious and driven by a dynamic alliance of global fundraising partners and national offices and a highly skilled and dedicated fundraising team. The Global Private Sector Fundraising network has grown dramatically in both complexity and size. The incumbent will be in charge of Private Sector Fundraising budget allocation process of over USD 180 million, including budget allocation to National Partners and involving over 700 staff and affiliated workforce. PSP is planning to continue to grow rapidly in the coming years, both in terms of income and workforce, and this post is crucial in supporting the growth process.

In order to achieve these ambitious goals, UNHCR has authorized one of the highest levels of centrally managed investment in private sector fundraising of any UN Agency or INGO. As a senior member in the Private Sector Partnership Service (PSP), the incumbent will lead and supervise PSP’s Global Operations.

The incumbent is responsible for the overall management of the National Growth Fund (NGF). Responsibilities include governing all processes, policies and documentation related to the fundraising investment decisions for the NGF. The incumbent will report directly to the Head of Service as Chair of the NGF committee and is responsible for all NGF investments in the global network. The incumbent will be the Alternate Chair to the NGF Committee and will also function as a Senior Advisor to the Head of Service concerning NGF investments and growth potential in existing and new markets. The incumbent is responsible for keeping oversight over the NGF investments and manages all processes related to reporting concerning NGF investments. The incumbent undertakes reviews to assess the cost effectiveness or misuse of investments.

PSP has developed a Business Intelligence solution for analysing the data pertaining to all fundraising investments in order to understand the future net value of the investment fund and to enable forecasting capabilities. The Senior PSP Operations & Investments Officer maintains and further develops the solution to ensure it is fit for purpose.

The Senior PSP Operations & Investments Officer also supervises the Global Operations Unit (14 colleagues on various contract types, including affiliated workforce). This Unit is responsible for financial budgeting, reporting and determining the availability of funds. The incumbent works closely with the Chiefs of different regional PSP Operations and their staff both in the regional set-up and in country offices on all matters related to NGF funding, resources allocation, planning, forecasting and reporting processes.

The incumbent is responsible for actively liaising with all relevant internal stakeholders such as DSPR and DFAM, with the aim of building confidence and visibility around PSP’s operating model. Furthermore, the incumbent will ensure overall collaboration and strong coordination between PSP and the wider organisation as appropriate.

Duties

  • Set clear strategy, policy and systems for PSP National Growth Fund investments and manage all processes related to the Private Sector Fundraising Investments including planning, forecasting and reporting through the National Growth Fund mechanism.
  • Develop and maintain an appropriate system to effectively and accurately monitor results of National Growth Fund investments and measure the Return on Investment and other relevant Key Performance Indicator against benchmark figures in the fundraising industry and against the parameters laid out in the funding requests.
  • Develop and maintain a BI solution with the appropriate infrastructure and capabilities for analysing the data pertaining to all fundraising investments.
  • Develop and execute an appropriate mechanism for reviewing Private Sector Fundraising Investments to ensure the reliability of figures and information provided with the funding.
  • Provide periodical updates to the PSP Management team on the consolidated and global performance on key indicators of the National Growth Fund, including future net income, attrition levels, average gifts and lifetime value.
  • Advise on income growth potential and investment opportunities in existing and new markets.
  • Analyse the results of National Growth Fund investments to UNHCR benchmarking data and global INGO benchmarking data available from different markets to ensure investments results are in line with market standards.
  • Support the Head of PSP and Regional Managers to implement the PSP strategy in the national and regional fundraising plans by providing functional management and guidance to staff in the Regions.
  • Support the Head of PSP on forecasting of income by developing and maintaining forecasting tools and methodologies, inducing machine learning and artificial intelligence techniques relevant for forecasting income from fundraising investments made in prior and current financial years.
  • Support the Head of PSP in articulating the core parameters of the PSP business model including the investments strategy and its returns in a manner that is comprehensible for senior management and colleagues with financial oversight responsibilities to enable informed decisions on PSPs funding needs.
  • Coordinate the Service’ annual detailed planning for financial requirements, providing analysis of past year performance and forecast, in relation to the strategic directions and planned activities, reviewing and ensuring the quality, coherence, consistency and completeness of investment submissions by the Sections and making proposals to the Head of Service for submission to the PSP Advisory Board.
  • Provide line management of Global Operations Unit staff. In case of absences, provide managerial support to the Financial Management & Procurement Support Unit.
  • Provide functional management of staff with duties related to the National Growth Fund in the Regional teams and in PSP HQ Sections.
  • Deliver training and capacity building on issues related to PSP Operations and Investments as required to the global PSP network including the National Partners.

Proven track record and comprehensive experience in managing a Fundraising Investment fund. Extensive knowledge of PSP management of Private Sector Fundraising Investment portfolio, processes and procedures. Proven ability to measure performance of PSP fundraising programs.
