Social Cohesion and Peacebuilding Specialist
Description:
Consultant will be expected to have the skills, qualifications, experience, education and general expertise necessary to provide support to Project Coordination Unites (PCUs) in Northeast Nigerian states. Specifically, consultant must demonstrate capabilities in the following areas:
- Supporting the development of work plans on addressing social and gender issues;
- Developing safeguards for monitoring and documentation systems;
- Supporting the development and implementation of the Grievance Redress Mechanism.
- Estimated period of performance: October 1, 2018 to September 30, 2019
- Estimated Level of Effort: 150 days
TASKS TO BE PERFORMED
The consultant will be responsible for:
- Completing an assessment of PCUs’ knowledge and understanding of social cohesion and development; Developing a training program on social cohesion and development for PCUs in coordination with the Team Leader and Capacity Building Specialist;
- Working with PCUs to develop a methodology for building aspects of social cohesion and development Terms of Reference for project proposals, and for review of project applications;
- Providing other technical support as required by the Team Leader and client.
RESULTS AND/OR DELIVERABLES
- Submit a written report on PCUs’ capacity to ensure that goals of social cohesion and development can be met.
- Draft training materials on social cohesion and development.
- Attend regular meetings with PCUs and provide written summary of outcomes.
- Submit a methodology for evaluating project proposals for social cohesion and development.
WORK ASSIGNMENT
Consultants with the requisite qualifications will be given a blanket consulting agreement under which specific work assignments will be ordered on an ad hoc basis, subject to consultant’s availability. Consultants may be required to compete against other similarly qualified consultants, though generally work will be assigned and negotiated directly with the consultant.
OTHER MATTERS
Qualifications and Education Requirements:
- Master’s Degree in relevant subjects, i.e. sociology, social studies, economics, international development, political science, etc. Professional Experience
- 10 years’ relevant international experience in social cohesion and social inclusion
- Previous experiences in conducting similar assignment for Government, CSOs, Multilateral/Bilateral Development Agencies, in a post-conflict/post-disaster context;
- Expertise and experience in development and deployment of social safeguards particularly related to Place Resettlement and the social impacts of infrastructure projects;
- Effective interpersonal skills, sensitivity and diplomacy for management of key project stakeholders;
- Excellent communication skills, written and oral proficiency.
- Expertise in document management, IT and Computer Operations
- Professionalism, Interpersonal Skills required for Team Work and Coordination
- Ability to plan, direct, manage and control all primary responsibilities.
