II. Background Information
Somalia is currently striving towards regaining its economic development, social inclusion and state building to ensure an improved sustained quality of life to the current and future generation. From that perspective, the Ministry of Education Culture and Higher Education of Somalia on institutional measures to better enable the role and value of education in empowering Somali citizens and developing its people and the country. The rebuilding of the education system and improving service delivery is of pertinence to the Somali population. The country faces numerous challenges with strengthening the capacities of education institutions and systems to support continued progress to achieving SDG 4 education targets. Ministry of Education, Culture and Higher Education of Somalia is currently seeking Software Developer/Programmer with significant technical expertise and experience in online learning spaces.
III. Position Summary
The MOECHE Education— Software Developer/Programmer will be responsible for the development and regular support of the Ministry’s Online Teacher Education Platform.
IV. Key deliverables (Measurable results)
· Develop an online teacher education platform that have the necessary features and capabilities including creating of syllabus, unlimited courses, quizzes, discussion forums, custom certificates, automated backup, able to handle 30,000+ users, text messaging, web conferencing with appropriate file storage capacity;
· Develop module graphical interfaces, web modules, database modules, application reports and statistics, and any software components needed to deliver complete and functional applications systems;
· Setup analytics system of the online teacher education platform (so that all required reports can be generated as per ministry’s formats with ease);
· Perform all necessary regular support and maintenance, including coding, testing, debugging, upgrading, security and software updates, answering queries, and additional customization of software as requested by the Ministry;
· Add users and content on the system as required (make groups, assign courses, Upload presentation scripts, etc.);
· Provide training for the team and develop user manuals and software documentation.
V. Authority
This incumbent will work under the supervision of the education technologist and oversight of the Teacher Development Department key staff. The Software Developer/Programmer will also give reports to the other ministry’s top leadership (Minister, State minister, Deputy minister and the Director General) as needed!
VI. Key Qualifications
This position will require an individual with maturity, good judgment and the ability to work well with teams within the ministry and with senior government officials. Key requirements for this position include:
· Master’s Degree in the area of Computer Science or related field from a recognized institution;
· At least 5 years working experience as Software Developer on enterprise level projects in organizations;
· Successful applicant will have prior experience in taking over the enhancement of code intensive applications;
· Knowledge and experience using the ORACLE, MS-SQL database and experience in JAVA;
· Applicant should have a strong background in systems design and implementation (modelling and documentation), including knowledge and experience with systems development methodologies
· Knowledge of graphical interfaces development is essential;
· Has ability to professionally represent the ministry, handle multiple tasks, meet changing priorities and deliver high-quality analysis and work on-time;
· Excellent both English and Somali writing and speaking ability
· Must have willingness to travel and work in a challenging environment
· Have integrity and team spirit;
· Be available immediately.
