USAID-Funded Project SOAR

Palladium is a partner on Supporting Operational AIDS Research (Project SOAR) funded by USAID and managed by Population Council. Through Project SOAR, Population Council and partners are conducting HIV and AIDS operations research around the world to identify practical solutions to improve HIV prevention, care, and treatment services. This collaborative five-year program helps strengthen the skills of local research institutions and individuals to conduct and use high-quality research to improve programs and policies, and ensure more efficient and effective delivery of critical services.

Project Overview

Palladium is currently seeking a software development consultant to support its work through Project SOAR in eSwatini. In eSwatini, the Client Management Information System (CMIS) is an electronic health record system that improves patient care by improving data quality and access, reducing duplicated cases within the system, and improving patient flow and wait times within the clinic. The CMIS is implemented by the Ministry of Health with support from the Institute for Health Measurement (IHM). Currently, IHM is developing an enhanced version (2.0) of the CMIS and requires additional software development support. Working directly with IHM, the SOAR software development consultant will provide support to the development of the CMIS through direct technical assistance. The key role of the software developer is to write production level code, design database, system installation and configuration, system testing and maintenance mainly intended for the Health Management Information System unit of the MoH and particularly in related to the Client Management Information System (CMIS) application.

Period of Performance and Reporting

The period of performance will be for approximately six months, starting in July 2018 and involve up 100% level of effort. The consultant will be based in IHM’s office in eSwatini with regular collaboration with in-country stakeholders and remote collaboration with Project SOAR counterparts. The consultant will receive daily oversight from the IHM Senior Software Architect and will directly report to Palladium counterparts through routine reports and agreed upon deliverables.

In this highly visible position, this consultant will contribute to the MoH’s innovative efforts to transform Swaziland’s health landscape through the use of information systems. In order to succeed, s/he will need to be comfortable juggling several projects at once and handle the occasional quick turnaround.

The software developer responsibilities are as follows:

  • Review current systems
  • Present ideas for system improvements, including cost proposals
  • Work closely with analysts, designers and IHM/MoH/development partners staff and Conduct JAD sessions
  • Produce detailed specifications and write the application code
  • Test the product in in the production environment before going live
  • Develop training manuals for users
  • Maintain systems once they are up and running
  • Continuously liaise with the HMIS Project Manager (IHM) and system users
  • Attend IHM meetings and participate in team-building activities
  • Maintain collaborative relationships with MoH development partners and other stakeholders
  • Compile quarterly progress/performance reports to inform quarterly program review meetings

  • Bachelors of Science in Computer Science or related field required
  • At least three years of experience in software development using Microsoft Visual Studio; Object Oriented Approach;
  • Certification and experience working in C# Programming Language, RDBMS (MySQL and PostgreSQL), JavaScript & JQuery, XML, JSON, ASP.NET MVC 5
  • Experience with DHIS2 and/or HL7 would be an added advantage
  • Knowledge of principles of software design, coding, testing, and deployment
  • Knowledge of principles of database design, data acquisition and data access analysis and design
  • Knowledge of stored procedure writing, query optimization, and indexes
  • Knowledge of database performance tuning techniques
  • Knowledge of Microsoft Word, Excel, and Access
  • An understanding of public health sector and corresponding business processes
  • Strong communication skills
  • Ability to work in a team both in person and remotely
  • Eye for detail and identifying and solving problems
