ABOUT OUR MISSION…

Following fighting between the Tigrayan Forces (TPLF) and the Ethiopian Armed Forces (EAF), many Ethiopians fled the hostilities and sought refuge in eastern Sudan. Today there are more than 50,000 refugees, most of whom are in different locations: Tunaydbah, Um Rakuba, Village 8, Hamdayet and Babikri. All along 2021 SI was working mainly in Tunaydbah and launched wash activities in the new camp of Babikri in October – November. SI will phase out from Babikri end of December 2022.

In Gedaref, SI is as well in consortium with PUI is implementing a project funded by CIAA aiming at supporting in FSL sectors vulnerable population impacted by under nutrition. Activities are covering distribution of agricultural inputs, animals, items to start IGA and CASH. PUI is focusing on the treatment of malnutrition.

In Geneina, 2 projects are ongoing complementing each other and offering wash services in Geneina gathering camps hosting approximately 100 000 individuals. Activities are mainly latrines rehabilitation and construction, distribution of hygiene kits, water trucking, desludging, waste management.

3 proposals are under development:

in Gedaref: 1 CIAA
in Geneina: 1 SHF, 1 CDCS

The Sudan mission opened end of 2020, further to the influx of Tigrayan refugees fleeing conflict in Ethiopia. The operational base dedicated to this emergency answer is in Gedaref. Due to the lack of funding, SI reoriented its activities in FSL sector and WASH targeting host communities further to anticipated phasing out from Babikri camp at the end of December 2022. There is only one international staff for the time being in Gedaref at the position of log-admin and around 6 nationals.

In Geneina, 2 projects are ongoing complementing each other and offering wash services in Geneina Gathering camps hosting approximately 100 000 individuals. Activities are mainly latrines rehabilitation and construction, distribution of hygiene kits, water trucking, desludging, waste management. The set up will be adapted to the financial visibility, keeping a mixed international and national team in wash and support department. A total of 19 national staff is planned for April and May.

In Khartoum, the coordination team is composed of 2 international and 2 national staff.

ABOUT THE JOB

General objectives

The Support coordinator pilot logistics, administrative, financial & RH tasks of the mission to ensure the smooth running of SI programs in the country. He / she ensures the implementation of SI procedures and support tools on the mission as well as their compliance and proper use, and compliance with donor requirements. He / she contribute to design the mission strategy, drafting and design projects necessary means and activities. He/she supports the country director by implementing security measures, providing logistics & administrative means, HR & financial strategies and back up of the CD in case of absence. He/She is the referent on the mission and the link between headquarters and the mission for any issue related to Support.

Specific stakes and challenges

Although Sudan has been opening up more widely to International NGOs for the past two years, it is still governed by strict rules and INGOs’s access depends on Public Institutions (visa, authorization to work, to travel, to recruit national staff etc…). The HAC (Humanitarian Aid Commission) is an essential partner, the only entry point for INGOs to work in Sudan.

The recent coup of 2021 October 25th led to a high level of uncertainty in terms of Governance as well as donor’s strategy (especially for long terms project). Military power remains contested by an important part of the population and regular demonstrations are organized, mainly in Khartoum. Due to the configuration of the city, confluence of the blue and White Nile, the existence of bridges linking the different parts of the city, and the lock down of these bridges by the Authorities, most of civil servant NGO employees cannot reach their office, leading to a re-organization of the work and potential delay in visa processing, bureaucratic follow up.

Part of that, the security situation in Khartoum remains calm in areas not concerned by the demonstration. Internet / phone network can be cut during demonstrations, but alternative system of internet connection allows to keep a correct connection.

In Gedaref, the current specific situation at the border with Ethiopia needs to be carefully monitored. The Sudanese army has taken back its agricultural land from the area of al-Fashaga used by the Ethiopians (a disputed area for 20 years). On both sides, the militaries have strengthened their presence. Transportation to Gedaref is by the road, for a 7 hours journey.

In West Darfour, pic of intercommunal violence end of 2020 and end of 2021 had led to massive displacement of population in Geneina and surrounding localities. The follow up of the security dynamic in this complex and volatile context is utmost important in terms of access, communication with local authorities (HAC) and partners. Transportation to Geneina, main city of West Darfour, is organized by UNHAS flight or commercial air lines, Badr airlines.

Priorities for the 2/3 first months:

Support the Gedaref log – admin manager, only expat on the base
Review of budget of proposal submitted upon donors’ request
Update allocation board
Ensure the good Support process implementation within the mission.
Understanding of all administrative process related to visa process, travel notification, recruitment of national, technical agreements…
Guaranty the continuity of support for program activities in all locations
Maintain the coordination with Support Coordinators (Log, Admin, Fin & HR) from other INGOs
Launch and monitor 2023 HR strategy

YOUR PROFILE

Experience:

At least 3 years of experience in support management for an international NGO
Ideally previous experience both in logistics & admin/finance/HR management position, experience in admin / finance required.
Previous experience with SI and knowledge of SI tools and processes is an asset
Previous experience in unstable environment (conflict / post conflict country) is a strong asset
Experience in Security Management is an asset

Technical skills and knowledge:

Knowledge of SI rules, tools and procedures
Training and capacity building skills
Understanding, knowledges of local cultural / religious codes and habits and capacity to adapt to this environment
MS office.
Good analytical skills, ability to adapt
Good communication and diplomatic skill
Good organization skills
Capacity to work under pressure in a tense security environment

Languages: English is mandatory. Speaking Arabic is an asset.

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player.

SI WILL OFFER YOU

A salaried post: According to experience, starting from 2400 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem of 750 USD.

SOLIDARITÉS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
