ABOUT THE MISSION

SOLIDARITÉS INTERNATIONAL operates in South Sudan since 2006.

SOLIDARITÉS INTERNATIONAL works at the response to urgent needs in water supply, hygiene and sanitation, food security and shelter as well as the prevention and response to outbreaks.

Its long lasting presence has contributed to build a wealth of experience in WASH and FSL assessments, implementation and accountability to beneficiaries.

In December 2013, SOLIDARITÉS INTERNATIONAL became a key WASH actor for IDPs in the Protection of Civilian (PoC) IDP Camp of Malakal and implemented construction and maintenance of sanitation facilities, waste management and hygiene promotion activities.

SI has also implemented food security activities in South Sudan; piloting large-scale unconditional cash transfers amongst IDPs and host communities in Upper Nile State, as well as seeds distribution in Malakal.

In response to the displacement from Wau Shilluk, SOLIDARITÉS INTERNATIONAL started a program in Aburoc in 2017 where it was one of the very first actors on the ground to implement WaSH activities, and Solidarités International is the WaSH focal point for the cluster on the site.

Despite the partial formation of the renewed government of national unity on 22nd February 2020, major challenges remain ahead and communal violence is likely to persist along with the climate change induced natural disasters. In such volatile context, frontline lifesaving response appears as relevant, if not necessary, to address the needs of the most vulnerable and affected populations. Humanitarian needs remain extremely high and concerning despite the declaration of ceasefire in 2018. The protracted nature of the conflict led to an intersectionality of needs, especially in Food Security and Livelihoods (FSL) and in Water, Sanitation and Hygiene (WaSH).

DESCRIPTION OF THE MISSION

SOLIDARITES INTERNATIONAL main objectives are: an overall reduction of morbidity and mortality linked with water-borne diseases through the provision of sustainable access to safe water in vulnerable communities, and preparedness and response to acute multi-sectorial needs.

In Central Equatoria, SI contributes to the reduction of water borne diseases, especially cholera and preparedness to Ebola, in addition to the reduction of the prevalence of COVID-19 outbreak in multiple parts of Juba County

In Upper Nile, SI delivers critical WASH and FSL response to the most acute needs of conflict affected populations of Fashoda county with likely expansion into Manyo and Malakal counties.

In Jonglei, SI conducts multi-sectorial assessments and delivers emergency preparedness, water supply, emergency sanitation facilities, hygiene promotion and emergency WaSH/NFI in absence of other actors in a timely and semi-static emergency, in addition to a WASH response to the COVID-19 outbreak.

Moreover, Improvement of the basic services, livelihood opportunities and resilience through multi-sectorial/integrated programs: in Western Bahr el-Ghazal, SI provides comprehensive emergency Health, Nutrition and WaSH services and integrated emergency FSL response to improve the nutrition status of host communities, displaced and returnees in Raja County, in consortium with a Health partner.

In Upper Nile, SI is looking for of a sustainable water supply solution while providing WASH and FSL services to support conflict affected populations of Fashoda County.

The administrative coordinator will direct and coordinate all administrative, accounting and financial services associated with the mission.

The administrative coordinator is responsible for the mission’s financial balance, monitor adherence to Solidarités administrative procedures and donor procedures as well as to the laws of the country in which intervention is taking place.

Mission: size, bases, budget, number of expatriates and national staffs.

ABOUT THE JOB

The Administrative Coordinator will direct, coordinate all administrative, human resources, accounting and financial services associated with the mission under direct supervision of the Country Director.

He/she is the point of reference for the mission, and the link between headquarters (HR Responsible and Management Controllers) and the mission for all administrative matters.

As such:

  • he/she will have to ensure the revision of SI human resources and the implementation of finance policy in Coordination and Projects’ bases
  • he/she will ensure HR, Financial, Accounting and Budgetary management within the mission

Priorities for the first month:

  • Until now, the revision of HR framework has started. The Administrative Coordinator will be in charge of the completion and implementation of a definitive HR framework with the support of a lawyer.
  • Considering the complicated system in place of Fund reception: define and propose a new strategy to receive financial funding

The main challenges:

  • Volatile context in the country (but situation is more stable in Juba) and complex security situation (Presence of multiple armed actor in the different parts of the country despite peace agreements and reconciliation process ongoing). Criminality and harassment from multiple actors is on medium level in Juba, with curfew and movement rules followed by the mission to mitigate the risk
  • Developing collaboration and networking with local authorities and NGOs working in the area
  • Evolving nature of needs and interruption of the planned activities
  • Coordination with all stakeholders: actual partners are ALIMA, Malteser, IMC and Intersos.

YOUR PROFILE

EXPERIENCE

  • Master’s Degree or equivalent in finance, accounting and business administration
  • Previous experience in HR, administrative and financial management for an international NGO is compulsory (at least two years).
  • Proven experience as an efficient and effective manager (team management)
  • Previous experience in unstable environment (conflict / post conflict country)
  • Multi-project support experience
  • Previous experience with Solidarités International is highly appreciated
  • Exceptional organizational, coordination skills and networking;
  • Experience and reliability in handling budgets;
  • Previous experience in South Sudan is a strong asset

TECHNICAL SKILLS AND KNOWLEDGE

  • Knowledge of Saga and Homere softwares
  • Knowledge of SI rules, tools and standard procedures
  • Good and proven writing and spoken English are required
  • Arabic and/or French speaking is an asset

TRANSFERABLE SKILLS

  • Good analytical and writing/editing skills
  • Good communication and diplomatic skills
  • Organization, focus on objectives and ability to meet deadlines

Besides usual Admin Coordinator competences, this position makes necessary to have strong interpersonal skills, Multi-project support experience, a large degree of autonomy, and great coaching and capacity building skills.

Language: English is required, French and/or Arabic is an asset.

SI WILL OFFER YOU

A SALARIED POST:
According to experience, starting from 2600 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem of 700 USD.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 850 USD allocated by Solidarités). To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs refunded.

Living conditions:

  • Individual self-contained room available in a team Guesthouse.
  • Electricity for 24 hours.
  • Internet and Phone network available
  • Restaurants available in juba supply dependent from neighboring countries
  • During field visits, living conditions can be basic depending on the project base.
