ABOUT THE MISSION

SI has been operating in South Sudan since 2006, and developed activities in emergency and post emergency context, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors. Furthermore, SI is implementing longer-term WASH and FSL activities in multiple locations.

In 2021, the coordination base is in Juba, and there are 3 field basis.

SI’s current strategic axis are:

  1. Preparedness and response to acute multi-sectorial needs, with an integrated approach
  2. Improvement of the basic services and livelihood opportunities through multi-sectorial/integrated programs to increase resilience via mid-term projects

Estimated budget: USD 2,5 to 3 million.

ABOUT THE JOB

The Field Coordinator (FC) has the role of delegated Country Director. As such:

  • He/she proposes a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated.
  • He/she checks and ensures that projects are carried out in accordance with SI’s charter, respecting all internal and contractual procedures
  • He/she mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management.
  • He/she coordinates the teams in place ensuring the implementation of the projects and is responsible for their security in his/her assigned zone.
  • He/she is SI’s representative on the field.

S/He is under the direct management of the Country Director in Juba, with whom he collaborates closely on a daily basis.

S/He has 2 direct reports.

The base consists in :

  • 1 base with frequent visits in Wau for Coordination and procurement (previous sub-base).
  • CIAA Project 600,000 USD for 10 months (May 2021 – February 2022)
  • Team of 2 expatriates + 8-10 national staff

Main objectives for the FC Raja:

  1. Smooth implementation of the projects ensuring efficient security management and adequate coordination with partners and government stakeholders.
  2. Improve the external representation and assess the situation in the area to increase the advocacy and fundraising
  3. Develop the FSL and WASH strategy and position SI as FSL and WASH actor in Raja County

Programs

FSL programs in Raja County. Potential for new FSL programs in 2022 also in Raja County, and long-term aim to secure WASH funding.

Type of activities:

  • Activity 1: Distribution of crop and vegetable seeds and tools to farmers
  • Activity 2: Distribution of fishing kits
  • Activity 3: Formation of farmers groups and distribution of value addition equipment
  • Activity 4: Training of farmers groups on agronomic and marketing practices
  • Activity 5: Construction of water reservoirs for irrigation purposes, including Water Management Committee formation and community water filter distribution
  • Activity 6: Hosting of roundtable discussions between farmers groups and traders unions

Priorities for the first months

  1. Develop strong collaboration with other NGOs (especially health actors and NNGOs) to open the possibility of joint programming
  2. Reestablish SI as a WASH actor
  3. Ensure smooth running of the Log-Admin team
  4. Proactively seek and promote coordination with other NGOs, UN system, and other actors.

Current challenges

  • Difficult access to remote areas of the County, especially in the rainy season
  • Developing collaboration and networking with local authorities and NGOs
  • Challenging funding situation
  • Gaps in coordination mechanisms in the County and State (lack of coordination meetings between NGOs, etc)
  • High numbers of returnees in the area with uncovered needs
  • Remoteness of the base Coordination and procurement in Wau requiring frequent trips from Fields Coordinator and Log-Admin team

YOUR PROFILE

Education & experience

  • Masters’ degree or equivalent in law, political science, international organization management or project management or a relevant field
  • Minimum of 3 years of international experience in a humanitarian or development NGO in support sector;
  • Proven experience in security management in an overwhelming scenario
  • Proven experience as an efficient and effective manager (experience with expatriate management)
  • Exceptional organizational, coordination skills and networking;
  • Experience and reliability in handling budgets and logistics procedures;
  • Experience in project cycle management as well as in budget, HR and logistics management (to understand how is running a base).
  • Very good understanding or background in support services management

Experience with SI is an asset. Previous experience in South Sudan is an asset.

Specific skills

  • Exceptional organizational and coordination skills;
  • Strong negotiation skills are essentials with experience in conflict resolution desirable;
  • Good representation skills: ability to liaise with local authorities, NGOs, other agencies and donors.
  • Good understanding of humanitarian challenges including the link between refugees and Host Communities
  • Budget management
  • Security management in overwhelming scenario
  • Strong initiatives and improvisation capacities
  • Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members
  • Excellent stress management; good resistance to isolation.

A high level of autonomy is necessary.

Strong willingness and ability to live in an isolated area is necessary.

Language

  • Bilingual in English.

SI WILL OFFER YOU

A salaried position
According to experience, starting from EUR 2860 gross per month (base salary EUR 2600 = + 10% annual leave allowance paid monthly) + a monthly Per Diem of USD 700.

The FC lives in a shared guesthouse with 1 international colleague.

SI covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks

During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every 3 months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with USD 850 allocated by SI).

In addition to these, SI adds 1 additional rest day per month of work, i.e. 12 additional days off for a one-year contract.

Insurance package
Expatriates benefit from an insurance package, which covers all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions

  • Basic living conditions but still comfortable
  • Large compound at the base, including a vegetable garden and space to develop more social/outdoor areas.
  • Electricity for most of the day but not 24 hours.
  • Local phone network available
  • Local foods available in Raja, including vegetables. Alcohol and some imported foods available in Wau.

Covid19

Solidarités International recommends vaccination against Covid-19, using WHO approved vaccines. If possible, the vaccination should be done before departure in order to reduce the logistical constraints once on the ground.
