ABOUT THE MISSION

SOLIDARITÉS INTERNATIONAL (SI) has been operating in South Sudan since 2006, conducting activities in emergency and post emergency context, particularly in rural and semi-urban areas, including IDP camp settings. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors. Furthermore, SI is implementing longer term WASH and FSL activities in multiple locations.

Despite significant deployment of humanitarian assistance, between February and March 2022, an estimated 6.83 million people (55% of the population) faced high acute food insecurity (IPC Phase 3 or above), of which 2.37 million people faced Emergency conditions (IPC Phase 4), and some pockets of Famine –IPC5. The situation will most likely worsen due to the reduced means of production, lack of resources, very weak means of communication, inflation and rising costs of living, and further floods forecasted in 2022-2023. Failure to restore agricultural production is not only driven by conflict-related displacements but also by increasing level of floods, disruptions of markets due to COVID-19, as well as restricted trade due to roads made inaccessible by insecurity or the rainy season. Moreover, climate crises that are likely to be affecting South Sudan such as droughts, flooding, and locust invasion will have repercussions on many levels: food security, access to water, population movement, and infrastructure (including shelters, markets) destruction. High food prices occasioned by depleted harvests as well as rain-induced deterioration of road networks that disrupts market supplies and functionality are also contributing to the high levels of acute food insecurity.

South Sudan is also witnessing further displacements within the country due to the sub-national and localized violence, which has increased since the beginning of 2022. The security situation is expected to deteriorate further as the transitional period following the signing of Revitalized Peace Process is nearing its end in 2023.

In 2022, the mission’s estimated budget is around USD 2,5+ million, and there are 50+ employees.

JOB DESCRIPTION

General objectives

The Finance and HR coordinator will direct and coordinate all administrative, accounting, and financial services associated with the mission. He/she will take part in defining Solidarités International’s human resources policy and ensure that it is followed.

As coordinator, he is responsible for the mission’s financial balance. He/she will monitor adherence to SI administrative procedures and donor procedures as well as to the laws of the country in which intervention is taking place.

He/she is the point of reference for the mission, and the link between headquarters and the mission for all administrative matters.

Main responsibilities

Human Resource Management:

  • Build and maintain a team dynamic which enables the objectives of Solidarités International to be carried out in his/her mission.
  • Promote the ethics and values of Solidarités International.
  • Monitor the implementation of Solidarités International’s human resources policy and procedures (recruitment, EAP, etc.).
  • Monitor the personal and professional stability of Solidarités International employees and ensure that an adequate living and working environment is maintained.
  • Verify mission recruitment needs, post profiles and contracts.
  • Drive the implementation and improvement of Solidarités International’s training policy and monitor staff development.
  • In conjunction with headquarters and HoM, Define Solidarités International salary and social policies and ensure they are implemented. Evaluate risks linked to changes in compensation and social policies.
  • Drive the implementation of legal systems for representing and consulting in-country personnel and support the management and settlement of conflicts.
  • Update the rules of procedure and the HR manual to follow the developing legal framework or any changes in the understanding of this framework.
  • Ensure that any litigation is administratively monitored and represent Solidarités International before administrative and legal authorities if required.

Financial, accounting, and budgetary management

  • Define expenditure cycle and authorization thresholds and ensure compliance with the purchase validation cycle.
  • Verify the accounts before they are sent to headquarters.
  • Consolidate and check the Allocation boards.
  • Prepare, monitor, and revise the mission’s financial programming.
  • Complete the consolidation of monthly budget follow up and ensure that the mission remains financially stable.
  • Connect budgetary consumption with activity progress. Propose changes if necessary.
  • Monitor the mission’s operating costs.
  • Train the mission’s senior staff in how to use the budget follow up tools.
  • Prepare and assist with possible audits or inspections.
  • Prepare and consolidate the financial sections of proposals.
  • Integrate the new donor contracts into the financial management of a mission’s projects, adhering to Solidarités procedures.

Main priorities for the first three months

  • Capacity building of the team on technical administrative and financial topics.
  • Ensure accurate and regular Budget FU, support strategic decision.
  • Ensure strong collaboration on the consortium project funded by EU.
  • Participate to proposal writing in order to ensure the financial coverage of the mission.
  • Develop and implement PSEA / CEC training, and Staff social representative systems.

YOUR PROFILE

Education: Master’s Degree or equivalent in finance, accounting, or business administration

Experience:

  • Previous experience in administrative and financial management for an international NGO (at least two years).
  • Previous experience in unstable environment (conflict / post conflict country).
  • Experience of team management.
  • Experience in both HR and Finance management.
  • Multi-project support experience.
  • Previous experience in South Sudan is a strong asset.

Skills:

  • Ability to multitask and deal with stressful situations.
  • Ability to take decisions and work in autonomy.
  • Strong interpersonal and intercultural skills.
  • Organization, rigor.
  • A flexible approach to managing and prioritizing a high workload and multiple tasks with tight deadlines.
  • Good capacity building and staff follow up skills.
  • Good organizational and coordination skills.
  • Master of the MS office pack, including Excel. SAGA would be a strong asset.

Languages: Bilingual in English, written and spoken. Arabic is an asset.

SI WILL OFFER YOU

A salaried position
According to experience, starting from EUR 2680 gross per month (base salary EUR 2400 + 10% annual leave allowance paid monthly) + a monthly Per Diem of USD 700.

SI covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks

During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every 3 months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with USD 850 allocated by SI). In addition to these, SI adds 1 additional rest day per month of work, i.e. 12 additional days off for a one-year contract.

Insurance package
Expatriates benefit from an insurance package which covers all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions and security

The Finance and HR Coordinator will be living in a shared guesthouse with the other international staffs, in a compound directly connected to the office.

There is an internal curfew at night for international staffs. It is possible to walk in the streets during the day in the permitted zone around the office. There’s a driver available on evenings and weekends for movements out of office hours.

Juba, as the capital of South Sudan offers a good variety of markets, supermarkets, restaurants, and bars.

COVID19

Safety and security rules are regularly reviewed and adapted to the situation, to minimize the exposure to the COVID 19, in constant monitoring and adaptation to the context evolution.

Please note that SI strongly recommends its staff to get the vaccination against COVID 19, using WHO-approved vaccines. If possible, the vaccination should be done before departure, in order to reduce the future logistical constraints once on the field.
