SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. About the mission

SOLIDARITÉS INTERNATIONAL (SI) has been operating in South Sudan since 2006, conducting activities in emergency and post emergency context, particularly in rural and semi-urban areas, including refugees/returnees and IDP camp settings.
Context:
– Food insecurity is one of the highest in the world due to recurring shocks (consecutive years of widespread flooding, conflict-based displacement), and an ongoing protracted macro-economic crisis.
– The country also faces cholera outbreaks on a yearly basis, has very limited sanitation coverage and safe water access remain a challenge for most of the population.
– On top of these chronic situations, South Sudan has been highly impacted by the war that started in Sudan in April 2023. By end of 2024, more than 1,000,000 people had entered South Sudan, the vast majority entering through the Joda/ Wunthow border point in Renk County, Upper Nile State (northern part of South Sudan).
– More recently, resurgence of internal tensions have led to heightened conflict and analysts are worried that the peace conditions offered by the Peace Agreement may not hold.
As a result, 9,3 million are in need of humanitarian assistance as of 2025.
SI sectors of intervention:
– The portfolio includes both WASH & FSL activities. SI’s expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors and SI has been one of the first responders of the cholera response.
Areas of operation:
SI is present:
– In Upper Nile, SI has an office in Renk and a sub-office in Malakal. The field office in Renk has been set-up to support the ongoing response to the Sudan Crisis and to ensure constant monitoring and rapid access to affected communities. SI’s long term presence in Upper Nile enables the organization to ensure proper coordination with other key players on the ground in order to provide a high-quality response and avoi d duplication of efforts. The response has focused on cholera since November 2024 while maintaining life saving WASH services for returnees and refugees in the two main transit centres of the country and intervening in the host communities.
– In addition, SI has a rapid emergency team based in Juba, who is being deployed following Rapid Needs Assessment in flood, epidemic or conflict induced displacement in the country.
Size of operations:
In 2025, the mission’s estimated budget is around USD 6+ million, and there are 70+ employees. This is the result of a scale-down following US funding cut in 2025 that are finally relaunched.

General objective:

Team management
• Work with administrators, HR Coordinator and Field Coordinator to define financial administrative personnel needs during the mission and recruit according to allocated resources and Solidarités International’s operational strategy
• Coordinate, plan and supervise the activities of the financial administrative team
• Lead meetings for the financial administrative team

Financial, accounting and budgetary management
• Define the expenditure cycle and authorization thresholds and ensure compliance with the purchase validation cycle
• Consolidate the mission’s monthly closing accounts
• Verify the accounts before they are sent to headquarters
• Consolidate and check the Allocation boards
• Prepare, monitor and revise the mission’s financial programming
• Complete the consolidation of monthly Budget follow up and ensure that the mission remains financially stable
• Make connections between budgetary consumption and activity progress. Propose solutions if necessary
• Monitor the mission’s operating costs
• Train the mission’s senior staff in how to use the Budget Follow up
• Prepare and assist with possible audits or inspections
• Prepare and consolidate the financial sections of proposals
• Integrate the new d onor contracts into the financial management of the mission’s projects, adhering to Solidarités International procedures

Cash management
• Manage the cash flows between headquarters and the mission, and ensure that bases receive supplies
• Ensure that the cash box and safes are well kept and that funds are secure at all bases
• Compile and monitor cash flow forecasts and forward them to headquarters

Reporting/communication
• Ensure regular financial reporting to headquarters, on a schedule defined by the administrative calendar
• Ensure that Solidarités International’s in-country registration is followed up
• Organize and run information and coordination meetings
• Produce financial reports that are in line with financial donors’ administrative procedures
• Establish and maintain relationships with the administrative authorities at the national level. Carry out constant judicial monitoring, keep up-to-date with local employment laws, check information collected with law firms and insert it into Solidarités International’s documentation
• Take part in meetings relating to administrative aspects, represent Solidarités International when asked/delegated to do so
• Act as a link between headquarters and the field for all matters relating to finance

The main challenges:

• Contributing to the mission’s strategic development.
• Diversifying fundings sources in line with SI country and global strategy.
• Capacity building of field staff in terms of reporting, internal accountability tools and donors’ procedures.
• Increasing the quality of reporting and proposal development.

Priorities for the 2/3 first months:

• Be part of the new proposals round for 2026
• 2025 accountancy closure
• Continue the capacity building of deputy Finance Coordinator

A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The Finance Coordinaror is living in a shared guesthouse with the other international staffs.
Individual room in the guesthouse, with electricity 24/7 and generator during specific time. NB: During field visits, living conditions are much more basic.
Juba, as the capital of South Sudan offers a good variety of markets, supermarkets, restaurants, and bars.

SECURITY CONSTRAINTS:

There is an internal curfew at night for international staffs – different zones are set (6-8-10PM). Curfew can be reduced based on security updates (as has been the case recently)
The situation in South Sudan is volatile, please document yourself before applying. SI is adapting the set up in real time as context evolves
There is one driver available on evenings and weekends for movements out of office hours.
Access to activities is possible for all (and encouraged!).
In coordination, movements outside of Juba town (besides intervention location) for leisure are limited
