ACTED has been present in South Sudan since 2007, and is currently operating in Western Bahr-el-Ghazal, Warrap, Jonglei, Upper Nile, Lakes, and Central Equatoria states. ACTED focuses on emergency and relief works around water, sanitation and hygiene promotion; basic infrastructure; food security and livelihoods; and integrated camp management. All of these interventions continue to provide basic and life-saving assistance to vulnerable populations, specifically IDPs, refugees and host communities.

Since the aftermath of the South Sudanese conflict that erupted in December 2013, ACTED has been contributing to the delivery of humanitarian services to 1.7 million displaced persons, 270,767 refugees, and 5.1 million people in need. ACTED continues to providing camp management services in 2 Protection of Civilian (POC) Sites, 1 informal settlement and 2 refugee camps, while contributing to Camp Coordination as co-lead of the Camp Coordination and Camp Management cluster. Acknowledging the importance of engaging in early recovery to transition towards sustainable solutions, ACTED supports communities in improving their livelihoods through the promotion of income generating activities, community saving groups, and Agro Pastoralist Field schools in Greater Bahr al Ghazal, Greater Upper Nile and Lakes.

Improving effective delivery of services in displacement sites

As camp manager, ACTED coordinates the delivery of services to internally displaced people and refugees in Maban, Awerial, Bor and Juba Counties benefiting a total of over 140,000 refugees and 110,000 internally displaced persons. Within the scope of camp management interventions, ACTED’s team in South Sudan undertake a multi-sectoral approach to establish and empower internal governance structures, ensure access to water and hygienic facilities, facilitate peace between host and displaced communities, and increase the protection of people with special needs. A high emphasis was put in establishing accountability and feedback system at the various displacement sites to improve the delivery of services.

Ensuring access to safe water and a sanitary and hygienic living environment

In 2015, ACTED prioritized the provision of water and sanitation services to people at risk of disease outbreak as well as displaced populations with limited access to water and sanitation facilities. ACTED has been expanding the provision of water and sanitation services to the refugee population of Doro, Kaya and Gendrassa camp and improved sanitation practices in rural areas such as Akobo county.

Improving food security and ensuring access to livelihoods

ACTED’s interventions focud on first addressing the dire food security needs of displaced populations through emergency food distributions within internally displaced and refugee camps, while also working to improve the resilience of vulnerable people across the country through seed and tool distributions and the offer of food for the construction of community assets. Through this approach, ACTED aims to both address food insecurity in displaced populations while building population resilience in the transition towards early recovery, managing to reach over 150,000 beneficiaries.

Transitioning into early recovery

As the country slowly recovers from the havoc wrought from decades of conflict, ACTED’s programming increasingly focus on building resilience and improving living conditions of the country’s poor and displaced populations. Moving forward, ACTED’s camp team is looking at devising and executing comprehensive plans for the return or integration of displaced populations. Secondly, ACTED aims to increase the living standards and ensure the livelihoods of the South Sudanese population, via increasing access to income generating activities and sustainable incomes, tackling the underlying drivers of food insecurity and poverty.

Position profile

1. External Positioning

1.1. External Relations

1. a) Act as key ACTED representative on Wash and Infrastructure in South Sudan.
2. b) Ensure external representation of ACTED in Wash and Infrastructure] sector, vis-à-vis country and local authorities, other project stakeholders, donors and partners
3. c) Participate in and report (internally) on Wash and Infrastructure technical and sectoral meetings, clusters and working groups involving all relevant stakeholders such as donors, NGOs, UN Agencies, inter-governmental institutions
4. d) Ensure effective coordination and collaboration with key stakeholders and partners, i.e. NGOs, civil society organizations, community groups, and government counterparts who are working on Wash and Infrastructure
5. e) Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon – rather than replicate – the work of others.

1.2. Project Development

1. a) Collect and analyse primary and secondary data related to the Wash and Infrastructure sector in the South Sudan;
2. b) Analyse the activities in the Wash and Infrastructure sector and relevant stakeholders
3. c) Identify the needs of the most vulnerable populations through regular visits and literature review, and through the design and implementation of relevant needs assessments in close collaboration with AMEU
4. d) Lead Wash and Infrastructure project conceptualization workshops
5. e) Provide technical inputs into proposal design and ensure new or adapted projects for the Wash and Infrastructure sector focus on maximizing efficiencies, impact and integrated approaches
6. Internal Wash and Infrastructure Technical Support and Coordination

2.1. Coordination

1. a) Support the development and maintenance of a coherent Wash and Infrastructure strategy across ACTED’s areas of intervention in South Sudan.
2. b) Promote harmonization of approaches and methodologies across the different Wash and Infrastructure projects by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning
3. c) Brief Project Managers about main Wash and Infrastructure issues, and updating them on a regular basis.
4. d) Organize internal Wash and Infrastructure meetings on a monthly basis.

2.2. Technical Leadership

1. a) Define Wash and Infrastructure project implementation modalities and methodologies (including, but not limited to technical specifications, identification and registration of beneficiaries, distribution and sensitization)
2. b) Lead the development of all technical tools related to Wash and Infrastructure projects (ToRs for consultants and evaluators, ad hoc reports, capitalization reports…);
3. c) Analyse the appropriateness, adequacy and potential impact of all interventions in the Wash and Infrastructure sector based on known contexts and needs
4. d) Provide technical support to the Project Managers and other Wash and Infrastructure staff to implement the ACTED Wash and Infrastructure projects to a high quality standard;
5. e) Liaise with Wash and Infrastructure technical staff on a regular basis to ensure technical assistance is provided to projects when needed
6. f) Disseminate tools, research, best practices and lessons learned internally and externally through publications, networks, working groups, events, and conferences.

2.3. Staff Capacity Building

1. a) Participate in the recruitment and training of Wash and Infrastructure sector staff members
2. b) In coordination with Project Managers identify individual training needs and ensure access to training and professional development opportunities appropriate to the skill gaps and needs
3. c) Provide training to projects teams on ACTED activities and Wash and Infrastructure best practices
4. d) Develop training material for different trainings to share within the Wash and Infrastructure project teams

Develop capacity-building programmes for local actors (including partner NGOs and relevant local services providers) on Wash and Infrastructure

Qualifications

• Degree in related fields
• At least 5 years of experience in project implementation, preferably in an international context;
• At least 3 years of experience in related fields;
• Experience in humanitarian and refugee camp situations preferred;
• Fluent English skills required;
