Organisational context

The Southern Africa Migration Management (SAMM) Project, funded by the European Commission, is a four-year project to improve migration management in the Southern Africa and Indian Ocean region. The SAMM Project is implemented by the ILO in collaboration with the International Organisation for Migration (IOM), the United Nations Office on Drugs and Crime (UNODC) and the United Nations High Commissioner for Refugees (UNHCR).

The combination of political instability and conflicts, economic downturns and opportunities, natural disasters and labour markets characterized by widespread decent work deficits, particularly among the youth and women, have all contributed to shaping the migration flows in Southern Africa. The importance of strategic and coordinated strengthening of migration management systems has been recognized at regional and national levels, with a view to fully realize the developmental potential of migration and to serve the diversification of the sub- region’s economies and industrialisation efforts. At the same time, it has been recognized that the effective protection of migrant workers and forcibly displaced persons against exploitative and criminal activities needs to be ensured.

The project targets the following regional organizations: i) Common Market for Eastern and Southern Africa (COMESA), ii) the Southern African Development Community (SADC) and; iii) the Indian Ocean Commission (IOC). It focuses on the following countries: Angola, Botswana, Comoros, Democratic Republic of the Congo (DRC), Eswatini, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Tanzania, Zambia and Zimbabwe.

The position

The specific objectives of this intervention are two fold:

  1. Improved policy environment for labour migration established across the region and improved access to legal and efficient means of labour mobility guaranteed for (prospective) labour migrants;
  2. To strengthen informed decision-making around and management of mixed migration flows, including improved protection of vulnerable migrants in the Southern African region.

This position will be based at the UNHCR Representation in Pretoria that covers South Africa and 8 countries in Southern Africa including a few island nation states like Mauritius, Seychelles and Madagascar.

Duties and responsibilities

The Project Coordinator will manage the UNHCR component of the project under the supervison of the Senior Protection Officer, in coordination with the other agencies within the context of the Global Compact for Refugees and its related prism of the peace-humanitarian- development nexus; more predictable and equitable responsibility-sharing, premised the whole of society and government approaches and underpinned by the SDG principle of Leaving No One Behind. More specifically, the Project Coordinator will:

  • Serve as internal and external focal point for all activities related to the development and implementation of the South Africa Migration Management project (SAMM);
  • Work closely with IOM, ILO and UNODC, participating in weekly technical discussions, among others, to ensure activities are well coordinated and issues addressed promptly;
  • Build cooperation with governments, business, civil society, development partners, academia and refugees amongst others
  • Work with and through the UNHCR offices in the region to facilitate achievement of the project deliverables including mission travel as advised;
  • Serve as resource person for UNHCR on issues related to asylum and migration;
  • Carry out, in accordance with the Regional Bureau and Country Offices in the region,

    regular assessments of projects and activities implemented as a basis for measuring and adjusting programmes as per set objectives and for developing subsequent year’s work plan.

  • Serve as the reporting officer for the project.
  • Perform any other duties necessary and assigned.

Monitoring and Progress Controls

The specific objectives and key results areas of the project include the following:

  • Improved policy environment for labour migration across the region and improved access to legal and efficient means of labour mobility for (prospective) labour migrants.
  • Strengthened and informed decision-making as well as management of mixed migration flows, including improved protection of vulnerable migrants and refugees in the Southern African and Indian Ocean region.
  • Evidence-based management strategies and policies to address mixed migration challenges, including assurance of appropriate protection frameworks for persons of concern are formulated and implemented.
  • Some of the measurable outputs and milestones comprise of:
  • Number of countries that have ratified the UN conventions relating to the status of refugees and/or the AU Convention for the protection and assistance of IDPs in Africa.
  • Number of policy documents and/or strategies adopted and implemented at regional and/or national level for protection and assistance to refugees and IDPs
  • Number of research reports on mixed migration commissioned and made available to decision makers across the region
  • Number of vulnerable Persons of Concern benefitting from appropriate information on challenges and risks of mixed migration
  • Number of recommendations and guidelines formulated on mixed migration and presented to/adopted by regional decision-making structures
  • Existence of a comprehensive mixed migration strategy and/or policy document at the level of IOC and/or COMESA
  • Essential minimum qualifications and professional experience required

    The ideal candidate will be required to have:

Education: Advanced university degree in Law, International Law, Political Sciences or related field with good knowledge of International Refugee and Human Rights Law.

Work Experience

  • Minimum 5 years (6 years with University degree) relevant professional experience of which 2 years in the field and 3 years in an international capacity, especially in Southern Africa.
  • Excellent knowledge of MS Office Suite (in particular Excel) and other business tools.

Languages:

Fluency in English and working knowledge of another relevant UN language or local language. (In offices where the working language is not English, excellent knowledge of UN working language of duty station and working knowledge of English.)

Key Competencies:

  • Demonstrated project management skills in a relevant area of work
  • Excellent knowledge of English and working knowledge of another UN language will be
  • an advantage
  • Excellent interpersonal and communication skills for a multi-cultural environment,
  • including demonstrated competency in writing documents

Location

The successful candidate will be based in Pretoria, South Africa.
