Sr. Regional Abortion Technical Advisor, Francophone (SRHR)

Summary: Guides technical strategy, program designs, and technical quality of Pathfinder’s comprehensive abortion care (CAC) and post abortion care (PAC) programs and projects. Leads or participates in key internal and external technical working groups or communities of practice. Directly contributes to business development by supporting proposal development, donor positioning, and/or advocacy related to resource mobilization. Works with a multi-disciplinary team and may serve as the Pathfinder spokesperson on behalf of our Abortion portfolio.

Key Job Outcomes:
* Technical Excellence: Provides high-level direction on comprehensive abortion and post abortion care, including relevant programmatic, policy, or clinical guidance. Serves as subject matter expert on specific technical area/s. Stays current on emerging, best, and proven practices, and latest evidence base on CAC and PAC. Provides leadership on related technical strategy and matrix teams. Demonstrates global thought leadership through participation in external technical working groups, creating publications, and presenting at conferences.
* Technical Assistance: Provides technical assistance to country offices, host-country governments, local partners, and other agencies to assess needs and design of Pathfinder projects and services that are responsive to the needs of intended populations. Helps build technical capacity of other staff, including program management staff, as appropriate.
* Business/Proposal Development: Directly contributes to Pathfinder’s proposals. Leads in the design and planning of innovative, effective, country appropriate projects. Writes, reviews, and/or and edits technical proposals. When appropriate, supports development of management and staffing plans, or ensures that cost proposals are in line with technical proposals.
* Resource Planning: Collaborates with assigned project teams in the development and implementation of technical services to identify and validate a broad range of resources to meet multiple needs of intended populations. Provides input into identifiying and developing required materials and tools.
* Quality Assurance: Works with the project team to ensure that best practices for services and service integration are well documented, evaluated and poised for scale up. Coaches and builds project teams on ways to optimize staff performance programming, target setting and project workplan and scale-up.
* Brand Ambassador: Represents Pathfinder International to external organizations and audiences at professional meetings and conferences as assigned.
* Project Management and Participation: Participates in cross-functional project teams. Supports program management functions as needed

Minimal Requirements

Minimally Required Job-Specific Competencies:
* Country Specific Public Health System: Advanced knowledge of the countries’ public health systems.
* Sexual and Reproductive Health and Rights: Advanced knowledge of family planning and reproductive health principles, practices and services of programs, including program strategies and indicators, and the latest professional developments in CAC and PAC. Advanced skills in designing, implementing, monitoring, and evaluating development and intervention activities.
* Program Operations and Development: Intermediate skills in developing project management/implementation plans.
* Proposal Development: Advanced skills in proposal development from concept to full proposal for resource mobilization.
* Leadership: Advanced skills as a leader in health and health service delivery strengthening in developing countries and proven ability in developing strategic plans.
* Operations and Financial Management: Basic knowledge of operations and financial management in developing countries.
* Change Leadership: Ability to lead change. Ability to demonstrate a high degree of flexibility in managing change across a broad group of stakeholders in an inclusive manner.
* Presentation Skills: Ability to make presentations on results and products to small and large groups.
* Program and Project Planning and Management: Basic skills in program and project management and planning to fulfill performance objectives, including the timely implementation and reporting of donor-funded program activities.

Minimally Required Organizational Competencies;
* Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.
* Languages: Proven writing and speaking skills using French and English language.
* Communication and Influencing Skills: Proven ability to influence others through diplomacy and proven oral and written communication skills.
* Passion for Sexual and Reproductive Health and Rights: Demonstrated commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices
* Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to thrive in a matrix organization, ability to be detailed-oriented, and ability to manage stress effectively in a fast-pace environment.
* Confidentiality: Ability to maintain confidentiality on work related matters.

Required Education, Training and Experience: Senior Technical Advisor:
* Master’s degree (preferred, or equivalent years work experience) in public health.
* 8 years’ experience in working in international development, preferably in implementing programs in developing countries
* 8 years’ international non-profit experience

All Advisors:
* Prefer: Clinical education and experience (e.g. MD or CNM)
* Prefer: Experience in project design
* Prefer: Experience living or working in developing countries that aids in understanding of program context, field realities, and technical needs

Other Information:
* Travel required (at least 30%)
* Uses cellular and desk phone; laptop or desktop computer
