Position overview

Based in the coastal town of Fort Dauphin in the southeast of Madagascar, this post will provide specialist SRHR knowledge and project management to an ongoing SRHR project. The role works within a combined Malagasy and international team on Project Safidy, an initiative that aims to establish a nationwide SRHR advocacy network and SRHR knowledge channels through school and out-of-school education. The successful candidate will ensure that this project is guided by international SRHR best practice, facilitating the implementation and reporting of activities conducted regionally and nationwide. Predominantly office-based in Fort Dauphin, the SRHR Education Specialist will have the opportunity to travel to assist implementation and engage with partners regionally and nationally. Project background

Project Safidy, Phase 4 will build on previous SEED Madagascar (SEED) projects that aimed to increase knowledge and safe sexual practices amongst young people in Fort Dauphin. Over the past two years, Project Safidy has established school-based SRHR information channels through the piloting of SRHR curricula, based on the successes of past SEED projects, in schools locally and nationally. In partnership with Madagascar’s Ministry of Education, Project Safidy has channelled learning from these initiatives in order to integrate SRHR topics into the national high school curriculum, which was launched with first-year classes in 89 schools. These activities have been supported through the creation of an online network platform, which allows schools, community-based organisations and non-government organisations across Madagascar to share SRHR resources. During Phase 4 of Project Safidy, SEED will strengthen partnerships with the Ministry and other organisations in developing and implementing all levels of this integrated SRHR curriculum. This school-based SRHR education will be supported through capacity-building with members of the SRHR network and SRHR training with communities, ultimately promoting a comprehensive environment for young people to understand and exercise their SRHR.

Primary responsibilities

Provide ongoing support to Madagascar’s Ministry of Education and other partners in the development and roll-out of the integrated SRHR curriculum, identifying areas for continued advocacy and improvement based on research and monitoring, evaluation and learning (MEL) results. Design and implement an initiative delivering SRHR information to influential adults in four sites. Provide SRHR-focused information and capacity-building with partners members of the SRHR network. Disseminate project learning through a variety of mediums, including the SRHR online platform and peer-reviewed publications.

  1. Lead day-to-day project oversight to ensure donor compliance, including budget management and aligning activities to project milestones and indicators;
  2. Conduct desk-based research into SRHR best practice and programming to support ongoing project implementation;
  3. Work with the Project Safidy team to design and implement a pilot of an SRHR education programme for parents and other influential community members in four sites across Madagascar;
  4. Collaborate closely with and support the Malagasy team to ensure project delivery aligns with international best practice and adapts to local and national contexts;
  5. Conduct an ongoing review of the development and delivery of the integrated SRHR curriculum for high schools, including MEL results, channeling feedback to the Ministry of Education and other partners for improving the curriculum process;
  6. Develop resources for the Ministry of Education and partners to use during teacher training sessions, facilitating these trainings when necessary;
  7. Lead the continued development of SRHR resources based on partners’ needs for the online SRHR platform;
  8. Provide technical advice and capacity-building of partner organisations, allowing them to distribute and implement these resources within their target communities;
  9. Work with the Head of Project Development and Project Safidy Research Specialist to identify a range of project dissemination opportunities at regional, national and international levels, including through the online platform, conferences and peer-reviewed journals;
  10. Strengthen the capacity of Project Safidy staff to implement SRHR best practices;
  11. Develop materials for informing the Ministry of Education and other government and non-government partners about project activities and learning, presenting these materials to these stakeholders when necessary;
  12. Work closely with the staff in other Community Health projects to exchange information and provide mutual support;
  13. Contribute to the identification and planning of future SRHR initiatives based on project learnings and opportunities;
  14. Any other tasks that the Head of Project Development (Community Health) or Head of Community Health deems necessary within the broad outline of the role;

Person specification

  • Master’s degree in SRHR, Community Health, International Development, Research Methods or related field, or equivalent experience;
  • Experience of working/volunteering internationally in a community health capacity; SRHR and/or healthcare education capacity desirable;
  • Experience in designing, implementing and managing projects, with an ability to flexibly adapt activities according to changing partner requirements;
  • Ability to produce written copy that is suitable for donor reporting and peer-reviewed publications;
  • A strong understanding of international guidance and policy regarding education and sexual health;
  • Ability to align activities and subsequent reporting to KPIs;
  • Ability to understand MEL results and use to inform ongoing and future project development;
  • Have the ability and desire to work, build capacity, and share skills with teams across economic, linguistic, cultural backgrounds;
  • Experience of working with translators;
  • Have excellent communication skills, including a sound ability to adapt material for different audiences;
  • Be able to work both independently and as part of a multicultural and multilingual team;
  • Have passion and motivation for the work and to enthuse staff and volunteers;
  • Experience of contributing to reports for external donors and stakeholders;
  • Demonstrate an understanding of and commitment to SEED’s ethos and approach and be a good ambassador for SEED at all times;

The post attracts contributions to the living expenses of the post holder. This consists of:

  • MGA1,000,000/month for the cost of living
  • £1,000 towards the cost of flights

Based in London and Madagascar, our team works with local partners to provide support at every stage of the project process, from initial development through to funding, implementation and evaluation. In London, we employ 3 staff members who are responsible for strategic planning, donor liaison, financial management, awareness raising, fundraising, and promoting SEED Madagascar’s international volunteering opportunities.

In Madagascar, we employ 4 international staff members who are responsible for building the capacity of SEED’s partner organisations, coordinating project development and managing SEED's team of international volunteers and specialists. We also employ 4 Malagasy staff and typically work with around 60 local professionals, supported by a team of 15 international specialists who add value in areas including donor relations and compliance.
