PURPOSE OF POSITION:

Ensure that all Eswatini and Lesotho National Office Program quality initiatives, Programs and projects meet adequate technical and management standards. This position will provide leadership and technical oversight in the measurement involving programs and strategies; will ensure Programs impacts are measured; Monitoring and Evaluation (M&E) systems are developed and utilized; the WV Development Programming Approach is strengthened and implemented; and learning including sharing of best practices, promoting innovation and knowledge management exercised in the two National Offices.

The role will coordinate the development and execution of the National Office Strategy, and ensure the Program Office Strategies are measured and reports presented to the National Offices Country / National Directors for appropriate actions.

It provides the National Directors and senior leadership with ongoing monitoring data, program risk assessment, program quality and results update supporting the leadership to make informed decisions. The role ensures that the two National offices DME and QA functions are strong by providing ongoing coaching and support.

MAJOR RESPONSIBILITIES:

40% Leadership – Evidence and Learning

  • Lead the development and implementation of a comprehensive overall monitoring and evaluation systems/framework, including performance indicators and benchmarks in the Eswatini & Lesotho offices to ensure transparency and accountability in compliance with program offices and Our Promise 2030 Strategy.
  • Support Eswatini and Lesotho National Offices DME team in the development of M&E tools for all programs and projects.
  • Review of evaluation terms of references and provide end to end technical guidance for assigned internal and external project evaluations. This should include promotion of learning and utilisation of evaluation findings.
  • Support management and accountability through providing routine, accurate collection and reporting of information that confirms status of program activities based on logframes and M&E frameworks.
  • Review and implement the quality control systems and mechanisms needed to guarantee proper management of information and data.
  • Coach the DME, technical and other project staff in Eswatini and Lesotho offices on the job in design and implementation of M&E frameworks, reporting, data and knowledge management.
  • Support and work with HUB offices to develop high quality CWB reports that produce evidence of work and promote utilisation of findings to improve program performance.
  • Support HUB office DME managers to facilitate learning from monitoring and evaluation findings and develop appropriate recommendations to be integrated into management efforts, as well as disseminated in learning events and channeled into decision-making processes.

30% Track Strategy Realisation

  • Provide technical oversight and leadership in strategy alignment with Our Promise 2030 Global Strategy, implementation plan, realization and monitoring in the HUB Program offices. This should include periodic sharing of the strategy realization scorecard to the Senior Leadership Teams of Eswatini and Lesotho.
  • Ensure that strategy drives programming in the Program offices such that proposals, Annual Operating Plans and Budgets (AOPs) are aligned to the approved HUB offices program strategy.
  • Guide the cascading/operationalization of the HUB office strategies at departmental and Program levels, including review and refinement of Technical Programs to include the Most Vulnerable Children and focus on fewer Child Well Being Objectives
  • Closely work with the technical specialists, the Program Directors, the Regional Srategy Advisor in the alignment, realisation and monitoring of strategies and program results.

10% Program Quality Technical Support

  • Supports the work of the M&E specialists, Sponsorship Operations Advisors and technical specialists in preparing plans for adoption of DPA, strengthening of DME including indicators for child well-being in order to operationalize national office strategies.
  • Guide HUB Offices on the utilization of evidence based programming models and their contextual adaptation.
  • Promote ministry quality and integration of 3 lines of ministry in the region as per the partnership standards.
  • Monitors the quality of Technical Program (TP ), the It Takes A World Campaing to End Violence Against Children Campaigns in Eswatini and Lesotho and Community Engagement and Sponsorship Plan ( CESP) design across HUB Program offices to raise quality.
  • Assures adequate technical support on DME, Program logic and integration between Technical Programs
  • Support the monitoring of the quality of CESP development across NOs, ensuring integration of sponsorship – including Registered Children participation and benefit in programs, and community engagement in alignment with DPA principles.

10% Internal and External Liason and Coordination

  • Develop/ build linkages with other (external) organisations and Support Offices that contribute towards the effective delivery of ministry and program effectiveness standards.
  • Support HUB program offices and partnership initiatives in relation to program quality
  • Provide annual Business Plan and monthly reports to the regional leadership
  • Lead the Program Support Team meetings and follow up the implementation of the PST/SST action plans.

5% Innovation and Learning

  • Support Program Offices in innovative operations research and programming interventions.
  • Assist in the identification of cutting-edge, research-based program assessment, design, monitoring & evaluation methodologies and models.
  • Coordinate regular program review meetings to facilitate dialogue and learning on project/program Implementation.
  • Keep abreast of DME best practices through ongoing research.
  • Promote the replication of documented best practices among the Program offices
  • Disseminate and promote the utilisation of key research and case studies.

5% Knowledge Management

  • Support the implementation of Horizon 3.0 and the Transformed Field Environment roll out
  • Review and improve existing Eswatini and Lesotho project management information systems
  • Support the documentation of lessons learned and promising practices and share them broadly internally and externally.

KNOWLEDGE, SKILLS & ABILITIES:

  • Masters degree in economics, statistics, economic/rural development or social sciences .
  • At least 5 years experience leading DME functions which at least two years in senior leadership position in a large international organization
  • Excellent project management experience.
  • Excellent competencies in monitoring and evaluation .
  • Skills in data analysis using computer programs.
  • Experience in design and facilitation of training Programs.
  • Excellent presentation and communication skills.
  • Very good knowledge of various technical sectors of development such as food security, primary health care, micro enterprises development, etc.
  • Commitment to life-long learning.
  • Self-motivated to achieve quality results and service.
  • Motivated to work effectively in a collaborative team environment.
  • Must be willing and able to travel to Lesotho programs (20% of time).
  • Effective in written and verbal communication in English
