The Millennium Challenge Corporation (MCC) is developing a compact to help the governments of Timor Leste and Cote d’Ivoire improve their programs for secondary education and vocational training. MCC has invited International Business & Technical Consultants, Inc. (IBTCI), a Washington-based firm that specializes in monitoring, assessment, and evaluation, to submit a proposal to provide STTA for a five-year project. We are looking for senior and mid-level consultants for the following positions:

Lead Technical Specialist (Senior level) Both countries

Senior Technical Specialist for Education Leadership, Administration, and Management (senior) Expertise in EMIS required Cote d’Ivoire

Technical Generalist for Education Leadership, Administration, and Management (mid-level) Timor Leste

Education economist (senior) Cote d’Ivoire

Education economist (mid) Timor Leste

Senior and mid-level analysts Both countries

Senior and mid-level research specialists Both countries

Training specialist (mid-level) Both countries

IT specialist (mid-level) Both countries

Senior = Ph.D. or Ed.D. + 8 years relevant experience, or Other doctoral or ABD + 10 years, or Master’s + 12 years

Mid-Level = Ph.D. or Ed.D. or Master’s + 5 years of relevant experience

Positions call for up to 24 days a year for each of the five years, with most of the work capable of being done from home. VERY limited travel expected. Note that French is required for the Cote d’Ivoire positions. If awarded MCC’s contract, we anticipate that some positions will call for work starting in October.
