Context:

Under the direct supervision of the Chief of Mission (CoM) for IOM Pretoria, South Africa, the technical supervision of the Regional Health Assessment Programme Coordinator for Africa based in Nairobi and in coordination with the Migration Health Division (MHD) Regional Hub in Nairobi, Kenya, the successful candidate will be responsible for organizing and executing Migration Health Assessment (MHA)-related activities on a sub-regional level in South Africa and other countries in the sub-region (namely, Angola, Mozambique, Botswana, Namibia, Malawi, Zambia and Zimbabwe), providing technical support, and developing and implementing migration health assessment programmes.

As part of these Sub-Regional duties, s/he will also serve as the IOM Focal Point for

Sub-Regional IOM health activities within the US Refugee Admission Program (USRAP), reporting to the USRAP MHD Project Manager at IOM Nairobi and closely coordinating these activities with the Bureau of Population, Refugees and Migration (PRM) Refugee Coordinator in Kampala, the Centers for Disease Control and Prevention (CDC), the Resettlement Support Center (RSC) in Nairobi as well as the USRAP Global team in Washington DC (the USRAP Global Coordinator and the USRAP Migration Health Advisor).

Core Functions / Responsibilities:

  1. Ensure that MHA activities are carried out as per the resettlement countries’ protocols and guidelines including liaison with relevant partners and IOM internal coordination channels.
  2. Guide the Chief Migration Health Officers (CMHOs) or Country Health Assessment Programme (HAP) Team Leaders in the Sub-Region, on standardization and harmonization of the implementation of technical instructions and requirements of receiving countries, including:

• Health assessments;

• TB diagnostics and treatment including Directly Observed Treatment (DOT);

• Radiology;

• Laboratory practices;

• Vaccinations and other public health interventions;

• Resettlement of refugees with Significant Medical Conditions (SMC);

• Treatment and referrals;

• Pre-departure surveillance and presumptive treatment;

• Coordination of medical movements;

• Medical assistance for travel;

• Medical documentation and health informatics; and,

• Other areas as may be required.

  1. Support the Nairobi-based MHD USRAP Project Manager (PM) in providing oversights and close coordination of all technical and financial aspects of Regional USRAP health activities with relevant external and internal counterparts.
  2. Maintain the Quality Management System (QMS) in the Region and contribute to the global QMS. Conduct regular supervisory/monitoring visits and provide feedback to the Country Offices (COs). Ensure the implementation of the Global Standard Operating Procedures (SOPs) and development of regional and country-specific SOPs, share effective practices and lead on the incident management process.
  3. Develop and strengthen partnerships with both national and international institutions and authorities on IOM health projects and programme activities.
  4. Identify new opportunities and develop projects and programmes on migration health (e.g., HIV/AIDS and Mobility, Urban Migrant Health Assistance, Migration of Human Resources for Health, psycho-social assistance to migrants in need, tuberculosis, etc.), in cooperation with relevant partners on migration health, and other units.
  5. Plan, monitor and follow up on the implementation of IOM migration health projects and program activities in collaboration with relevant (MHD) offices. Participate in the implementation of health assessments through mobile teams, including evaluation of service providers.
  6. Prepare program budgets in collaboration with the Regional Finance and Administrative Officer for migration health programs in Nairobi and provide technical support to the Resources Management Officers and medical staff in the Sub-Region.
  7. Provide technical support to the UK TB Detection Programs with special attention to countries where there are no Migration Health Officers.
  8. Coordinate and participate in migration health emergency responses in the sub-region, in collaboration with relevant IOM field and regional offices as well as headquarters.
  9. Prepare technical and donor reports, update project and programme partners as well as donors on the ongoing activities.
  10. Ensure that timely action is taken for cases requiring additional medical investigation, treatment, and follow-up.
  11. Represent IOM in health coordination meetings, workshops and teleconferences with both national and international partners and agencies.
  12. Ensure that pre-departure medical screening and treatment and pre-embarkation checks for fitness to travel for departing refugees are carried out as per the protocols and guidelines of the receiving countries.
  13. Coordinate provision of direct observed treatment for TB cases detected through MHAs according to internationally accepted standards and in line with the requirements of the resettlement country and the host countries.
  14. Ensure that quality control and quality assurance of medical documents for the medically screened cases are carried out prior to their submission to the relevant entity; submit regular reports on quality control activities to the supervisors.
  15. Organize and guide the allocation of medical escorts, where needed; liaise/collaborate with

IOM Operations colleagues on related matters.

  1. Plan procurement, monitoring and distribution/usage of protocols for all medical supplies, including medical escort kits.
  2. Supervise, provide technical support and appraise medical staff and support staff working in migration health projects.
  3. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine, from an accredited institution with at least nine years of relevant professional experience; or,

• University degree in Medicine, from an accredited institution and a Master’s degree in Community or Public Health, Epidemiology, International Health or related field with at least seven years of relevant professional experience.

Experience

• The professional experience must include both clinical experience and at least seven years of experience in management of health programmes or systems, related to migration health, of which five are at in international level, preferably in developing countries;

• Experience in managing USRAP health operations and UK TB Detection Programs desirable;

• Sound knowledge of USRAP programme implementation and familiarity with IOM’s

administrative, financial, and business rules and practices preferred;

• Experience in other migration health assessment programmes is a distinctive advantage;

• Demonstrated experience in conceptualization, analysis, evaluation of public health programmes and protocols, quality management and resource management, including human resources and budget planning and monitoring is required;

• Ability and willingness to travel to various locations within the sub-region.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
