Based in Khartoum, you will represent ARC in Sudan and establish an appropriate public image for ARC aligned with our values and culture. You will establish and manage host country relations and ARC’s interests in dealing with government, international and local organizations, and donor networks.

Our Team in Sudan

The American Refugee Committee (ARC) Sudan Program started in 2004 in response to the emergency needs of some 500,000 conflict-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. The program has grown to include more areas such as Alsalam and Bilel localities in South Darfur and El Ferdous, Alsalaya, Adilla and El Daein localities in East Darfur. The overall aim of the program is to improve the well-being of the target populations by addressing their immediate humanitarian needs and contributing to long-term community stabilization.

In conjunction with the Head Office in Khartoum, the field offices in Nyala, Gereida, El Daein and Adilla support the delivery of primary health care and preventive and curative nutrition interventions in 25 health facilities which include three IDP camps – Kalma camp, Gereida camp, El Neem camp – and El Nimr refugee camp. Water and sanitation services, including the construction/rehabilitation of water yards, household and institutional latrines and hygiene promotion activities, are delivered in over 70 conflict-affected communities. The sectors covered includes Health, Nutrition, WASH, Emergency Response, Peace Building, Shelter, Food Security and Livelihood components to assist resettling IDPs, refugees and host populations with seeds, tools and extension services to grow their own food.

With an annual budget of between $7-10m, the Sudan Program has 7 expatriates and over 500 national staff and 100 seconded staff from the State Health Ministry and Water, Environment and Sanitation Ministry, of the Sudan government.

About the Role

· You are responsible for ensuring the delivery of high quality programs, identifying new opportunities, and continuing to strengthen ARC’s reputation for innovative programs.

· You will provide strategic leadership to the country, to develop new grants and align strategy and implementation activities.

· You will lead a diverse workforce of in-country staff and directly supervise the members of the Senior Management Team (SMT), while building high performing teams across all departments

· You will foster a culture of transparency and accountability to donors, governments, communities and other relevant stakeholders, by ensuring that program design, program management, M&E, reporting and support systems are functioning in accordance with industry best practice, donor requirements, host country regulations, and ARC’s code of ethics.

· You will serve as the primary liaison with ARC global teams to ensure close collaboration, leveraging of global technical expertise and rapid resolution of obstacles.

About You

· You are an exceptional manager and negotiator. You’ve led a diverse team effectively, balancing the interests of different stakeholders, and providing excellent leadership by maintaining a constructive work environment and setting a positive example in a politically sensitive environment. You take a participatory leadership approach.

· You have a fanatical devotion to refugees, and this isn’t your first time. As such, you have a Master’s degree and at least 10 years’ high-level international management experience, with good knowledge of the principal players, issues, policies and trends in the international humanitarian and development arena. You’ve worked in conflict, post-conflict, or development settings.

· You are incredibly organized and able to prioritize multiple tasks, meeting deadlines in a dynamic environment.

· You know our donors (US government, UN, private, and multi-lateral funders) and have demonstrated financial management experience with INGO’s. You know how to successfully develop, manage, monitor, and evaluate programs.

· You express yourself effectively in written and oral communications. You are fluent in English and perhaps even local languages.

· You have a commitment to personally champion ARC’s program vision and mission and inspire others to do the same.

· You work well with a lot of freedom and do you best work in a culture that does the doable with whatever resources we have.

Your Responsibilities

A. Strategy Development & Implementation (15%)

  1. Encourage a corporate perspective amongst staff. Uphold and promote the dissemination of ARC’s organizational values, vision, mission, and roll-out of innovative program initiatives and approaches throughout all areas of operation of ARC Sudan.
  2. Lead the senior management team in the development of a multi-year country strategy, in line with ARC’s global vision, the country’s socio-economic, political and cultural context, host government and donor strategies, and international program sector frameworks.
  3. Facilitate the development of an annual plan to implement the country strategy. Provide quarterly updates on progress made.
  4. Keep abreast of regulatory, operational, socio-economic and political changes. Inform senior management of environmental shifts that might impact operations. Ensure all program activities are sensitive and responsive to the changes in a timely manner.

B. Representation & Networking (15%)

  1. Build and strengthen external relationships and represent ARC with host government, line ministries, international and national organizations, at federal and state levels.
  2. Cultivate and maintain key contacts with USAID and other major donors and foundations.
  3. Develop networks and partnerships with national and international organizations within the country for joint collaboration, awareness raising and programming.
  4. Participate in relevant interagency and governmental meetings and promote positive relationship and cooperation with agencies and governmental entities.
  5. Attend monthly INGO Forum meetings and actively contribute to formulation of strategies to advocate for changes in policy, directives and processes that are conducive to efficient and agile INGO operations in the country.
  6. Undertake and/or facilitate donor visits and meetings at federal and state levels, as necessary.

C. Program Development (15%)

  1. Diversify funding, lead the development and execution of ARC Sudan resource mobilization strategy and revenue projections
  2. Work with various stakeholders to guide the development of new business strategies and opportunities.
  3. Provide guidance for the development of key communication messages and promotional material for internal and external audiences, to showcase ARC Sudan programs, enhance the organization’s public image and attract donors.
  4. Ensure all projects and programs are designed and implemented for maximum impact and reach.
  5. Promote and guide collaborative proposal development processes to ensure proposals are strategically aligned, technically strong, achievable and realistically budgeted.

D. Program Management (15%)

  1. Ensure program indicators and quality standards are achieved, maintaining frequent communication with ARC headquarters to promptly identify and resolve challenges.
  2. Ensure implementation of solid program management disciplines to enable program effectiveness, quality and innovation.
  3. Ensure that field teams have the necessary tools, resources, information, and assistance to deliver services that meet or exceed internationally accepted standards and protocols.
  4. Ensure appropriate branding, signage and marking standards are met, in accordance with donor visibility requirements.
  5. Ensure relevant, accurate and timely flow of strategic, management and operational reporting, internally and to donors, HAC, line ministries, CoR.
  6. Support learning from success and failure, documenting best practices and facilitating collaboration.
  7. Undertake periodic field visits to program sites, to advise, build relationships and review effectiveness of program implementation.

E. Financial Oversight (15%)

  1. Develop the annual country budget with the program and operations teams. Ensure organizational core costs are known and utilized by project holders for all sites.
  2. Provide oversight of country program budgets and management of program spending. Anticipate potential funding gaps, develop contingency plans, and closely monitor costs to prevent uncovered program cost.
  3. Monitor finance management to ensure fiscal controls and donor required policy are carried out.
  4. Support the finance team in management of audit review processes and ensure timely management responses to audit reports.
  5. Ensure timely preparation and submission of reports to donors as well as monthly updates to headquarters.

F. Personnel Management (15%)

  1. Directly supervise, lead and develop the senior management and leadership staff.
  2. Direct and mentor staff, with a focus on developing capabilities appropriate to the current and future strategic and operational needs of the country program.
  3. Strategically recruit staff in line with ARC’s values, operating principles and culture, to advance the organization’s vision and mission, as well as Sudan’s sustainable development goal.
  4. Update the Talent Management Plan on a quarterly basis. Coordinate with HQs staff exchange, secondment and development schemes that contribute to staff capacity building.
  5. Review and adjust the organizational structure and job descriptions, as needed, to provide clear work expectations and adequate resources for achieving program goals.
  6. Oversee adequate implementation of ARC’s performance management system, including performance objectives and planning, appraisal and staff ongoing professional development.
  7. Work collaboratively with headquarters as needed to respond to and manage employee and work environment issues.
  8. Ensure operating policies, procedures, and communication protocols are clear and consistent.

G. Administration & Logistics (15%)

  1. Ensure procurement and inventory are consistent with donor guidelines and ARC policies, and that systems are updated as needed.
  2. Oversee the processing of the annual renewal of ARC Sudan INGO Registration, and the annual program sector Technical Agreements for each State.
  3. Monitor the security situation and ensure security protocols and procedures are followed.
  4. Review and approve, on an annual basis, updates of ARC Sudan Field Security Manual, ARC Contextualized policy on Prevention of Sexual Exploitation Abuse and Fraud Awareness sensitization material.
  5. Provide oversight for all matters related to legal counsel: ad hoc consultations, formulation of annual ARC Sudan penalty code, national staff employee handbook review, and processing of legal cases by ARC Sudan attorney.
  6. Interface cross-functionally with ARC staff at headquarters and regionally (finance, global operations, global support, HR, and security) to address operational and program related issues, including signing of grants agreements, donor compliance, budget planning and realignment, audit and consultancies.
