About the mission

Following fighting between SAF (regular army) and RSF (rapid support forces), SI is developing a rapid emergency response in Sudan.

In Geneina, West Darfur, SI opened a base in August 2022, providing assistance to IDPs living in the gathering sites inside the city. The response was emergency WASH with water trucking, construction of boreholes, hygiene kits distribution, latrines construction and rehabilitation…

Today, the situation in Darfur, and specifically in Geneina is worsening due to the conflict at country level. SI is assessing the sites and the needs for an emergency response to begin in May, providing WASH emergency life-saving activities to the IDPs and host communities in Geneina, and possible in Darfur (El Fasher, Nyala).

About the job

General objective:

Under the supervision of the administrative coordinator, the administrator carries out administrative, accounting and financial management of his/her base, in compliance with donor and SOLIDARITES International procedures.

He/she supervises accounting operations and cash management, and carries out budget follow up in conjunction with the program managers.

He/she is also one of those charged with ensuring that Solidarités International’s Human Resources policy is properly implemented at the base.

He supports monitors and trains the members of his administrative team.

Responsibilities and main activities:

Administrative management of personnel
Team management
Cash-flow/bookkeeping
Budgetary / financial monitoring
Administrative management of the mission
Reporting/communication

Priorities for the 2/3 first months:

Support the program team in launching activities as soon as possible in the Geneina in order to finalize the essentials activities before the start of the rainy season.
Ensure the cashflow in a tense context
Continue the training of the admin team in Geneina.
Re-Opening of the Geneina base to make it operational as soon as possible.

Your profile

Education / academic background:

Bachelor degree in a field related to finance and/or HR management

Skills:

Autonomous, organized, ability to prioritize and to work under pressure
Strong computer skills essential (excel)
Knowledge on SAGA and HOMERE software are a plus

Experience:

1 year minimum experience required in administrative management (or as an assistant of administrative coordinator)
Previous experiences in the humanitarian field.
Abilities to work in a very insecure environment (regular shooting, hibernation) and stressful.

Language:

English (compulsory): fluent
Arabic (desired): fluent will be an asset but not mandatory

SI will offer you

A salaried position:
According to experience, starting from EUR 1980 gross per month (1800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The candidate will be based in Geneina. The living conditions will certainly be minimalist with limited expatriate presence and leisure opportunities. A lot of security restrictions (curfew, restrictions of movement, hibernation possible, shooting).
