Background:

The International Rescue Committee (IRC), one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. IRC began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali Region and are currently providing assistance to Ethiopians and refugees in six regions in the country, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response mechanisms.

Scope:

SC Senior officer (Procurement) is responsible for the efficient coordination and management of procurement functions for Shire program. Senior Supply Chain officer must be able to rapidly procure Program supplies, services and equipment, whilst ensuring best practices and maintaining audit-compliant records in well professional and efficient manner.

 

Responsibilities:

  • The implementation and / or maintenance of standard IRC procurement policies and procedures.
  • Ensuring that procurement is carried out in accordance to IRC and donor-specific polices.
  • Maintain supplier information, conduct site visit, (including due Diligence) for regularly purchased items,
  • Attend all the procurement committee meetings.
  • Coordination with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
  • Ensuring that a transparent and responsive procurement process is implemented and maintained.
  • Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies.
  • Ensuring that all Supplies, services and equipment’s required are delivered in time.
  • Establishment and maintenance of ethical, professional working relationships with suppliers.
  • Properly receive all approved PRs after review of all required info are in place like the spec of goods , delivery location, estimated price and proper approval
  • Proper IRC standard templates and compliance to the IRC procurement guidelines while preparing RFQ, Restricted Tender or Open Tender Invitation of bidders.
  • Ensuring that procurement is carried out in accordance to IRC and donor-specific polices.
  • Update BVA on daily/weekly basis when there is change in the status of open PRs.
  • Maintain proper documentation of completed PRs as per the IRC filing protocol.
  • Coordination with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
  • Ensuring that a transparent and responsive procurement process is implemented and maintained.
  • Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies.
  • Ensuring that all Supplies, services and equipment required are delivered in time and with the required quality and quantity.
  • Establish and maintain ethical, professional working relationships with suppliers.
  • Maintain supplier information for regularly purchased items, and be informed of current local market conditions.
  • Maintain suppliers performance scorecard for all ad-hock and contracted suppliers
  • Technically Support and supervise camp based supply chain team (Supply Chain Assistances and Store keepers) for camp based service procurement, contract management, preparation of timely payment etc.
  • Supervise monitor and conduct job performance reviews for shire security guards
  • Manage lease contract agreement for our field office
  • Any other duties or tasked by your supervisor.

Requirements

Education: BA Degree/MA Degree in Business Management, Accounting, Economics, Supply Chain Management, Logistics Management, Supplies Management and other relevant field of Studies.

Experience: 3 years for BA Degree & 2 years for MA Degree. NGO experience is plus.

  • One year experience in a supervisory position.
  • Knowledge of general procurement & transport procedures and practices.
  • Familiarity with major donor and local regulations and laws.
  • Competent use of PC especially spreadsheets with good mathematical skills.
  • Good communication skill & command in English & Amharic languages.

Expected Deliverables:

  • Provide on-time, standard monthly reports to the Supply Chain Manager
  • Generate and / or maintain an IRC Pre-qualified Vendor database.
  • Generate and / or maintain comprehensive price list for goods, services and equipment’s purchased by IRC
  • Produce routine cash / payment projections for Supply Chain Manager.
  • Submit monthly list of commitments to Supply Chain Manager
  • Produce routine purchase status reports for Supply Chain Manager, Programs and Finance.
  • Maintain the IRC Purchase Request Tracking & Metrics system and submit routine reports to the Supply Chain Manager

The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
