Overview of position:

  • Under the Promoting Inclusive Action in Peacebuilding (PIAP Initiative) project, our client in Somalia wants to rehabilitate canals & water catchments in Marka district of Lower Shabelle region in Somalia to reduce inter communal tensions over natural resource to create momentum by supporting young people to initiate interactions & joint planning processes around the sensitive & challenging subject of natural resources & to lead & manage collective action across clan lines. However, canal & water catchments rehabilitation is a fulcrum point that determines the successful achievement of the project targets & objectives. However, to facilitate the rehabilitation of the canals & water pans, our client wishes to undertake a field assessment of the sites that will include technical profile survey of 2.5 – 3.0 km Stelli canal, hectares of farms & targeted water catchments. The results of this assessment will be used to guide in the development & rehabilitation of the canal & water catchments. Depending on the results of the field assessment, a decision will be made as to what aspects of the canal & water catchments will be developed.
  • The survey exercise is expected to take 1 month. our client’s Field Engineers were initially required to conduct the exercise but due to security situation in the region, the survey assessment cannot be conducted by their Engineers as planned before. Engineers that have been providing support cannot access the site.
  • Rehabilitation / upgrading of the canals & water catchments cannot be done without conducting proper technical profile survey of canals & details on rehabilitation requirements of water catchments which ultimately help in development of BOQs & technical drawings.
  • To solve the problem, it is suggested to hire a Surveyor who can easily access the site with the required experience & qualification in surveying/ geospatial/ civil engineering through CTG contract to support in conducting canals survey assessment, develop drawings & BOQs.
  • Furthermore, field presence & technical engineering support will be required for ongoing infrastructure activities beyond the one month duration & into the subsequent 7 months (totalling 9 months for consultant’s duration). In particular, project activities such as project proposals developed by cross clan community teams led by young people will require detailed technical & engineering support for the community selected infrastructure works. Field monitoring of youth led project implementation & technical & engineering supervision of youth led water implementation will also fall within the remit of the selected consultant. Additionally, youth responsive resource management & operational / environmental sustainability plans will be developed & operationalized by the integrated committee & will require the support of the selected consultant. The consultant will need to work closely with partnering field monitors, engineers, local authorities & benefitting communities under the overall project.

Role objectives: Under the overall supervision of the Resilience & Social Protection Coordinator / Resilience Program Coordination Consultant & under direct Infrastructure Specialist in Somalia & in close coordination with Civil Engineer, the consultant will be responsible for conducting technical assessment of 2.5 – 3.0 km Stelli canal & targeted water catchments in Marka district, Lower Shabelle region, South West state of Somalia & other sites that may be assigned by the supervisor. The following are the specific tasks:

  • Conduct survey for 2.5 – 3.0 km Stelli canal by supplying & placing benchmarks at the start of target canal.
  • Determine the lengths of target canal & to prepare profiles drawings along the target canal.
  • Determine the locations of diversion / intakes for subdivision of water for irrigation in the target canal.
  • Determine the canal profile, cross sections & prepare section drawings for the target canal as the channel sizes change due to water subdivision.
  • Determine the number of farms & sizes served by each canal giving in hectares.
  • To determine the potential irrigated area for the target irrigation canal & to establish the schemes layouts, showing the location of the canal, the location of appropriate water division structures, the different irrigation blocks, location of service roads & canal / road crossings (culverts / bridges).
  • To determine the locations, dimensions of target water catchments & rehabilitation requirements by providing both existing status & recommendations on rehabilitation needs.
  • To support in the project proposals developed by cross clan community teams led by young people with regards to technical infrastructure engineering needs by community selected infrastructure works.
  • To engage in the field monitoring of youth led project implementation & technical & engineering supervision of youth led water implementation.
  • To support & inform the resource management & operational / environmental sustainability plans.
  • Liaise with the local authority (where appropriate to the assignment) to ensure compliance with local regulations & by laws.
  • Prepare reports as required while closely liaising with our clients Engineers.
  • Provide high quality, interesting photos with clear captions & send them to our clients Engineers.
  • Support the resolution of any unexpected technical difficulties & other problems that may arise with close coordination with our clients Engineers.
  • Support in the coordination of the PIAP project’s technical working group which will meet every 3 months & / or on an ad hoc basis, as needed.
  • Engage with our clients technical leads under infrastructure & cash for work sectors for compliance with our clients standards.
  • Coordinate closely with partnering Field Monitors & Engineers in Marka district specifically IOM staff.
  • Any other duties assigned.

Key competencies:

  • Bachelor’s Degree in Land Surveying / Geospatial Engineering / Civil Engineering or a similar field.
  • Training experience & ability to guide & support participants / groups in technical infrastructure engineering works.
  • Ability to engage in community consultations at a local level.
  • Must be familiar with MS PowerPoint, MS Word, MS Excel.
  • Minimum of 4 years’ experience in surveying or in a similar role, working knowledge of GPS & GIS with excellent hands on surveying skills.
  • Minimum of 3 year of working experience in Somalia.
  • Able to read, speak & write in both English & Somali language.
  • Knowledge of survey principles & practices.
  • Operation of Global Positioning System (GPS) equipment.
  • Equipped with the necessary surveying tools & equipment including but not limited to levels RTK & GPS equipment.
  • Ability to use sound judgment in applying surveying principles & techniques in the resolution of problems caused by inadequate & inconclusive data.
  • Ability to lead & instruct subordinates in the performance of survey tasks & completion of assigned survey projects.
  • Experience in levelling in surveying of irrigation canals.
  • Excellent understanding of equating elevations of survey points with reference to a commonly assumed datum.
  • Established credibility & integrity & the ability to set priorities & exercise flexibility where necessary.
  • Excellent communication & written reporting skills & good use of computer programs like MS Word & Excel.
