Background

The Swedish Red Cross (SRC) has been engaged in the Democratic Republic of Congo (DRC) for decades, through the International Federation of Red Cross and Red Crescent Societies (IFRC) and though the International Committee of the Red Cross (ICRC). Key focus has been on conflict and disaster affected population, but we have also been engaged in organizational development, women health and protection programmes.

Since 2015 SRC has a bilateral partnership with the RDC Red Cross (DRC RC). And since 2016, we are supporting DRC RC in implementing an urban disaster risk reduction project in Kinshasa. The DRC RC strategic plan 2019-2023 emphasizes risk reduction to address humanitarian needs and deliver effective emergency response as well as building the resilience of the community.

Furthermore, SRC has been engaged in a 3-year ICRC integrated project in the Kivus to build first aid capacity to save lives of wounded and injured in the conflict affected areas. And finally, SRC has been engaged in supporting IFRC coordinated emergency interventions for displaced population, as well as joint IFRC/ICRC operation to address the ongoing Ebola Fever Epidemic in DRC.

The aim of SRC is to continue – and further develop – its work in DRC.

Job summary

The Country Representative (CR) will provide leadership in developing and implementing the SRC long-term strategy and vision for DRC as well as support the DRC RC in implementing the strategic plan and in organizational development. This includes maintaining and further developing the relationship with Red Cross/Red Crescent partners, donors and other stakeholders to further develop the SRC portfolio, and secure resources and capacity for the SRC engagement in the country.

The role of the CR is to guide, coach and train DRC RC staff to ensure sustainability and ownership. The CR is not expected to implement project activities, but rather to support recruitment processes and secure technical expertise for quality control of projects where needed.

The CR is responsible for reporting internally (SRC) and externally (partners, back donors, media, public) on SRC engagement in DRC, and be ready to representant SRC in different fora.

The position is based in Kinshasa, but field trips to other part of the country – especially the provinces where SRC is implementing bilateral or multilateral programmes with Red Cross/ Red Crescent movement partners – will be required. The position reports to the SRC Head of Unit for East and Southern Africa, based in Stockholm, Sweden.

The position demands that you are constructive, flexible and solutions oriented ensuring that SRC works towards intended objectives. You need to be analytical and able to develop and assess project proposals and reports. You need to be systematic and structured, and you need to be able to handle high workloads. Since the job includes frequent travel to areas of operation, you need to be able to live and work under demanding physical and psychological (stress) conditions, often in remote locations.

To succeed in the job you need to have great interpersonal and diplomatic skills as well as an awareness and an understanding of cultural differences and gender differences. Also you need to be a team player with the ability to positively interact with all levels of society and with all types of cultural differences.

Being an SRC employee, you are expected to share the Red Cross/Red Crescent humanitarian values including diversity and active work against all forms of discrimination. Also, you will be subject to the SRC Code of Conduct. It is of utmost priority that you understand, respect and comply with this Code of Conduct.

Required qualifications and experience

  • Minimum 5 years’ experience from programme management in the development and/or humanitarian field, including programme identification, formulation, management, implementation, monitoring and evaluation
  • Minimum of 3 years’ relevant field experience, preferably in Africa, specifically Democratic Republic of Congo
  • University degree in relevant field
  • Experience from working in complex and volatile context, including politically complex and insecure environments with moderate or high security risks
  • Experience in partnership development, representation and coordination with organisations and stakeholders
  • Experience in Disaster/Crises Management and early recovery programming
  • Experience in financial management, budget analysis and writing of proposals
  • Experience of training and coaching staff and/or volunteers
  • Relevant security training (e.g. HEAT)
  • Commitment to the Principles of the Red Cross Movement
  • Strong oral and written communication skills in French and English
  • International Driving License (for manual transmission vehicles)

Also highly valued

  • Experience from humanitarian work within the Red Cross/Red Crescent Movement
  • Experience in capacity building and development of non-governmental organizations; in Protection, Gender and Inclusion and in Community Engagement and Accountability
  • Ability to work in Swedish

Dates and information

  • Place of assignment: Kinshasa in DRC (with frequent travels to the field, including high-risk contexts)
  • Contract type: 12 months with the Swedish Red Cross (with possible extension)
  • Type of posting: Unaccompanied international delegate (contract is conditioned by visa being granted by national authorities and in line with the principle of neutrality, the Swedish Red Cross does not assign personnel to a country of which they are nationals)
