JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repository at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

We are looking for a TB/Malaria Technical Advisor who will work in close collaboration with Disease Prevention and Control (DPC) Directorate of the Federal Ministry of Health (FMOH), President’s Malaria Initiative (PMI), the Data Use Partnership (DUP), and GLRA  to ensure all TB/Malaria control/eradication activities are incorporated into the work plan and executed efficiently in collaboration with the aforementioned stakeholders. These efforts will support the FMOH to strengthen capacity of TB/Malaria monitoring and evaluation, to improve collection, analysis, and use of data for strategic decision making related to the program.

Responsibilities:

  • Represent DHA in TWGs, national TB/Malaria forums and other engagements as necessary.
  • Support the improvement of data quality of DHIS2 by using the data quality application for Multi Drug Resistance (MDR) TB indicators reporting in 62 Hospitals and TB sites.
  • Assist digitization team in building on existing HIV Rapid Test Kit (RTK) experience, build similar Interactive Voice Recorder (IVR) based stock and stock-out reporting system for Malaria and TB.
  • Support the monitoring of stock and timely resupply requests of program commodities between hubs and central EPSA.
  • Support the requirement gathering for Electronic Medical Record (EMR) and requirements specific to TB program.
  • Develop and test a case management system for TB/Malaria on Ministries approval.
  • Support the progress on development, testing, translation and rollout of all remaining agrarian modules, with gender experts, prioritizing TB modules in collaboration with National TB Control Program (NTCP) and other partners.
  • Pilot TB case tracking system and assist the scale up
  • Mainstream malaria data recording and reporting, data quality verification, data use, and sub-system dashboards content as part of the malaria program specific training.
  • Improve malaria data quality by ensuring availability of recording and reporting tools and building capacity of Health Information Technicians (HITs) in priority woredas.
  • Support the timely stock and resupply requests of programmatic programs such as Malaria between hubs and center.
  • Pilot malaria case tracking through eCHIS in 1 Malaria Elimination Woreda.
  • Pilot (long-lasting insecticide-treated net) LLIN distribution tracking through the eCHIS in 1 Malaria High Load Woreda.
  • Support the progress on development, testing, translation and rollout of all remaining agrarian modules, with gender experts, prioritizing Malaria control/eradication modules in collaboration with National Malaria Control Program (NMCP) and other partners.
  • Responsible for implementing JSI’s Accountability Framework and Code of Conduct, and adhering to JSI’s polices on fraud management.
  • Perform other duties as assigned.

Job Requirements

Qualifications:

  • Degree in medical science, Public Health, Pharmacy and other related fields.
  • Minimum of 5 years of relevant work experiences at national and sub national levels.
  • Minimum 3 years’ experience in surveillance and control of infectious diseases preferably on TB/Malaria (communicable disease prevention).
  • Knowledge of the Ethiopian Health Sector Transformation Plan (HSTP) and activities relevant to the duties listed above.
  • Experience in providing technical support to implementing USAID/USG programs or interventions will be an advantage.
  • Strong experience in the digitization of health-related information systems.
  • Supply chain experience is advantageous.
  • Strong inter-personal skills and ability to work well in team across partners, USAID, consultants, other donors and international organizations.
  • Written and spoken fluency in English.
  • Ability to travel up to 50% in country to support technical activities.
