Job Title:         TB_DSD Regional Advisor

Reports To (Title):      Regional Director

Location:         Addis Ababa, Oromia (Addis Ababa), Bahirdar, Hawassa, Gambella.

    POSITION SUMMARY

          ICAP at Columbia University in Ethiopia is hiring a TB_DSD regional advisor to support RHBs to implement and evaluate innovative approaches and patient care models to strengthen access to integrated, patient centered and safe health care and improve treatment outcome, through Differentiated Service Delivery (DSD) models during COVID19 pandemic at 12 health facilities in the five regions.

The TB_DSD Regional Advisor will work closely with the RHBs and other key stakeholders to coordinate and manage development, implementation, and monitoring of the  TB_DSD activities. S/he will be the primary point of contact for supported HFs, and will be responsible for coordinating initiative activities, providing remote and in-person training and supportive supervision, and fostering exchange of information and best practices within and between regions.

S/he will work with the selected HFs and regional directors to ensure that the program activities are completed on time, within budget and in line with project objectives.

Organize and Conduct an assessment to review systematic TB screening among symptomatic individuals coming for COVID-19 testing at selected health facilities in the region

Support the distribution and utilization of SOPs to standardize screening  of symptomatic individuals for both COVID-19 and TB. In addition, H/She will support integration of COVID-19 and TB screening among symptomatic individuals at selected HFs in the region

Optimize TB screening and diagnostic evaluation for contact with an index TB case (especially for CLHIV and children under 15 years) at selected HFs in the region

Support implementation of innovative DSD model for TB Care (TPT-MMD) including virtual patient support at selected health facilities  in the region

Optimize initiation of TB treatment, patient management and follow-up for clients in TB care through DSD model at selected health facilities in the region

Optimize recording, reporting and monitoring for successful implementation of selected DSD models for TB diagnosis and treatment service at selected health facilities  in the region

Optimize screening for AEs, monitoring adherence and TB treatment completion while on TB treatment through DSD model at selected health facilities in the region

Support to achieve TPT scale-up targets  by  implementing  TPT service delivery within HIV DSD models for both newly diagnosed PLHIV and stable PLHIV on ART in DSD models at selected health facilities in the region

Support to assess current practice and support alignment of TPT delivery with existing DSD model(s) for stable PLHIV at selected health facilities in the region

Provide technical leadership and TB_ DSD training/capacity building with an initial focus on protecting health care workers, patients and communities from COVID-19.

Oversee and ensure effective implementation and coordination of needs assessments, virtual and in-person training and capacity building activities, quality improvement (QI) activities and exchange of knowledge and best practices.

Ensure effective coordination and communication with ICAP regional director and central advisers, project partners and other stakeholders

Provide day-to-day oversight of selected  sites, activities, monitor and document progress toward achievement of initiatives’ goals and objectives, coordinate annual work planning processes, and contribute to project goal

Coordinate closely with the RHB staff to ensure appropriate, high-quality and timely technical assistance for participating selected HFs in the region

18

In partnership with ICAP’s Strategic Information unit, drive continuous use of data to track program quality, outputs and outcomes.

19

Synthesize successful results, prepare, and disseminate reports and guidance on TB_ DSD best practices and approaches for wider replication and use in the country.

Ensure that all donor reports, and project write ups, including but not limited to success stories and program briefs are data driven and articulate a compelling story.

Job Requirements

REQUIRED QUALIFICATION AND WORK EXPERIENCE

·         An advanced degree (MD,) in Medicine with minimum of 7 years’ experience /MD with MPH with 5 years of experience

·         Experience on Comprehensive TB care

·         A minimum of 3 years’ clinical experience in a hospital setting or relevant TB project implementation in a public health setting is required.

·         Fluency in written and spoken English is required

·         Proficiency with online training, distance education, and case-based teaching is strongly preferred

·         Strong communication, and facilitation skills, including the ability to coordinate stakeholders is required.

·         Proficiency with Microsoft Word, PowerPoint and Excel is required

·         Expertise in formal quality improvement would be a plus

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.
