In Mozambique we are working to eradicate early marriage and early pregnancy through projects that focus on adolescent girls in Inhambane Sofala and Nampula provinces. These projects are programmed along our three strategic pillars: Girl Education, Sexual Reproductive Health Rights, Youth Economic Empowerment and climate change. Our work is gender transformative and includes influencing work at national and sub-regional level.

Plan International is seeking a Teacher Professional Development Specialist for an anticipated USAID-funded Education program in Mozambique. This program will support the result areas of the USAID Mozambique Mission’s Human Capacity strategic goal under the USAID Advancing Girls’ Education (AGE) activity, with the purpose of increasing safety of girls in school through mobilizing communities and to expand girls’ access to quality education and improve learning outcomes for girls in upper primary and secondary grades.

The Teacher Professional Development Specialist will oversee aspects of this project strengthening educator professional development. The position is contingent upon award of the project by the donor.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
•    Manage and oversee the assessment, design, development, and implementation of pre-service teacher education programs.
•    Provide thought partnership and oversee capacity building support to faculty to ensure the effective implementation of AGE interventions.
•    Lead analysis of the factors that affect teacher preparation and professional development to produce highly effective programs that measure their success in terms of impact on student learning outcomes.
•    Identify issues related to professional learning and curriculum implementation in a timely manner, suggesting appropriate program adjustments.
•    Ensure that the pre-service teacher education programs are of a professional quality by sharing successes and challenges, remaining open to feedback and responding to it, and applying new learning.
•    Provide technical direction related to policies, training, and teaching methodologies.
•    Perform any other duties within the scope of the position as assigned by the supervisor.

Safeguarding Children and Young People and Gender Equality and Inclusion (GEI) (%)
•    Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
•    Ensures that Humanitarian Program staff are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
•    Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;
•    Ensures that Plan Mozambique contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Qualifications/ experience essential:
Qualifications
•    Minimum of five (5) years of experience developing pre-service teacher education and professional development programs.
•    Master’s degree in Education or a relevant field or;
•    Bachelor’s degree in Education and a minimum seven (7) years working in related programs.
•    Work experience with the reform of teacher professional development systems.
•    Work experience on USAID projects is strongly preferred.
•    Work experience in Mozambique or East Africa highly required.
•    Proficient English and Portuguese oral and written communication skills are essential.
