OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

The objectives of the Country Health Emergency Preparedness & the International Health Regulations (2005) Unit (CPI) include the monitoring and evaluation of countries’ capacity for IHR,, monitoring countries’ preparedness to health and other humanitarian emergencies, the planning and country capacity building for critical capacities involving an all-hazards approach at all three levels of the Organization. The CPI Unit prioritizes support to the most vulnerable and low capacity countries. The Preparedness, Readiness and Core capacity (PCB) Sub-Unit is WHO EMRO’s main hub for technical support to WHO’s country offices in their effort to enhance emergency preparedness for public health emergencies as required under the International Health Regulations (2005), Emergency Preparedness and Response Framework as well as other global plans for improving public health preparedness for health emergencies. . Working closely with the other WHE staff, the PCB Sub-Unit ensures that needs listed in national action plans are translated into targeted capacity building in the priority/vulnerable countries.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:

  1. Lead a multidisciplinary unit focused on country preparedness, readiness and core capacity building in developing and implementing its work plan, ensure the delivery of its major products providing an expert approach and authoritative advice to country capacity building and training and learning activities.
  2. Provide authoritative advice in the development of strategies, new policies, procedures, tools and guidelines supporting the development of guidance for national surveillance in particular early warning and response, strengthening national laboratory system policies and the strengthening of national capacities at points of entry and transport, tourism and mass gatherings domains and training and learning in relation to IHR and global health security.
  3. Lead and guide the work in the areas of mass gatherings, Regional Office’s readiness to emergencies as well as core capacity building of Member States in the areas of emergency preparedness for public health emergencies
  4. Ensure the implementation of the results framework, foster prioritization of activities in the team to ensure the best use of limited resources and monitor through a variety of indicators (quantitative and qualitative) the performance of work programmes. Allocate, monitor and ensure the timely and careful use of the unit’s resources so that adequate support is assured ensuring that the administrative and budgetary standards, guidelines, priorities and directions of WHO, WHE and CPI are correctly complied.
  5. Lead, motivate, guide, manage and evaluate performance of staff in the PCB sub-unit dealing with preparedness, readiness and mass gatherings. (mass gatherings, Encourage the unit and its staff to use and support multi-disciplinary and cross cutting approaches, and promote professional excellence and high standards in all aspects of work.
  6. Proactively resolve situations which might pose a threat to WHO or its reputation by identifying and solving critical problems and negotiating and implementing measures to reduce risks.
  7. On request, represent the CPI Unit and/or the WHO Health Emergencies Programme inside and outside the Organization.
  8. Perform other related duties, including replacing and backstopping.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine, complemented by a Master’s degree in public health or related field.

Desirable: Training in emergency preparedness/crisis management/humanitarian actions/mass gatherings medicine/ disaster management.

Experience

Essential: Over 10 years’ experience at national and international levels in country capacity building for emergency preparedness , including at least 3 years progressive experience with any international agency. Experience in strategy formulation and interagency collaboration. Substantial experience in human and financial resource management with a strong track record of leadership and management of teams comprised of different technical and cultural backgrounds.

Desirable: 1) Work experience in WHO, other UN agencies, non-governmental or humanitarian organizations.2) Proven primary responsibility for managing cross-cutting initiatives involving different departments or organizational entities in a multinational context such as the UN, WHO or similar.

Skills

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 84,721 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1680 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

Please note that the compensation package for Professional and higher category staff in the UN common system is currently undergoing changes in accordance with UN General Assembly resolution 70/244 of 23 December 2015. Ensure the implementation of the results framework, foster prioritization of activities in the team to ensure the best use of limited resources and monitor through a variety of indicators (quantitative and qualitative) the performance of work programmes. Allocate, monitor and ensure the timely and careful use of the unit's resources so that adequate support is assured ensuring that the administrative and budgetary standards, guidelines, priorities and directions of WHO, WHE and CPI are correctly complied.
  5. Lead, motivate, guide, manage and evaluate performance of staff in the PCB sub-unit dealing with preparedness, readiness and mass gatherings. (mass gatherings, Encourage the unit and its staff to use and support multi-disciplinary and cross cutting approaches, and promote professional excellence and high standards in all aspects of work.
  6. Proactively resolve situations which might pose a threat to WHO or its reputation by identifying and solving critical problems and negotiating and implementing measures to reduce risks.
  7. On request, represent the CPI Unit and/or the WHO Health Emergencies Programme inside and outside the Organization.
  8. Perform other related duties, including replacing and backstopping.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine, complemented by a Master's degree in public health or related field.

Desirable: Training in emergency preparedness/crisis management/humanitarian actions/mass gatherings medicine/ disaster management.

Experience

Essential: Over 10 years' experience at national and international levels in country capacity building for emergency preparedness , including at least 3 years progressive experience with any international agency. Experience in strategy formulation and interagency collaboration. Substantial experience in human and financial resource management with a strong track record of leadership and management of teams comprised of different technical and cultural backgrounds.

Desirable: 1) Work experience in WHO, other UN agencies, non-governmental or humanitarian organizations.2) Proven primary responsibility for managing cross-cutting initiatives involving different departments or organizational entities in a multinational context such as the UN, WHO or similar.

Skills

1) Sound knowledge of the WHO rules and regulations as related to the subject matter, and of the relevant resolutions of the World Health Assembly and the Executive Board. 2) Demonstrated leadership and team management skills in international and multi-cultural settings, including the proven capacity to lead and deliver on deadlines during periods of extreme stress and intense activity.3) Proven ability to interact and negotiate with senior leadership in national and international agencies and organizations4) Excellent inter-personal, communications and presentation skills with proven ability to write in a clear and concise manner. 5) Tact, discretion and diplomacy.6) Strong strategic thinking, with the ability to quickly comprehend strategic and tactical objectives.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 84,721 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1680 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

Please note that the compensation package for Professional and higher category staff in the UN common system is currently undergoing changes in accordance with UN General Assembly resolution 70/244 of 23 December 2015. The remuneration amounts indicated above are, therefore, subject to change. The changes will be implemented, retroactively to 1 January 2017, through the WHO payroll.
