INTRODUCTION

 

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

 

OVERALL PURPOSE OF THE ROLE:

The role of the Cash and Distribution Team Leader is to lead in the planning and implementation of the cash and distribution activities under the Bule Hora Area Office, and to support the Cash Specialist/Cash and Market Manager in designing and providing technical oversight. The team leader will ensure that that the cash intervention is implemented in accordance with DRC standards, methodologies and tools for cash-based intervention and in line with DRC and donor policies and guidelines.

 

RESPONSIBILITIES AND TASKS

 

Responsibilities:

Programme Implementation:

  • Ensure high quality implementation of the cash and distribution activities applying DRC’s methodologies, tools and standards for cash interventions and in line with project standards;
  • Plan and follow up implementation of humanitarian activities as per the donor contract and proposal documents;
  • Ensure community engagement and effective communication throughout the process (from identification, registration, verification to distribution) and ensure that feedback are collected and responded to;
  • Ensure thorough review of field reports and distribution lists received from Cash Distribution Officers before granting approval to respond;
  • Follow up with field teams to ensure data received through digital data collecting tool is submitted timely and good quality;
  • Follow up with field teams to ensure direct assistance to eligible displaced beneficiaries is done within recommended timeline;
  • Follow up with Cash Distribution Officers, MEAL Team, Cash and Markets Manager and Area Manager to ensure post distribution monitoring (PDM) are done within timelines;
  • Provide technical or programmatic support to grants as requested;
  • Ensure a consistent, standard approaches across all responses applying humanitarian standards and approaches
  • Collaborate and coordinate with the Protection Team in order to mainstream protection and ensure protection integration in the cash response;

Data storage:

  • Ensure proper and safe data storage of the emergency cash and distribution responses -in collaboration with the IT Coordinator and the Cash and Market Manager- and provide technical support and training (where/when needed) to field teams;

Budget Utilization:

  • Ensure that the budgets are regularly reviewed to ensure there is a proper burn rate of budget lines according to the activity plan for the emergency projects;
  • Flag any inconsistencies or concerns regarding the budget to the Cash and Markets Manager and the Area Manager in a timely manner;
  • Provide monthly analysis and forecast of budget utilization to the Cash and Markets Manager and the Area Manager;
  • Responsible for drafting the respective projects procurement plans;

Technical Support:

  • Provide support to the field teams, by assisting with technical issues regarding cash programming and the quality of humanitarian assistance being delivered under the respective projects;
  • Assist in developing and document key methodologies and approaches for core components of DRC humanitarian programme, ensuring compliance with the DRC programme handbook and other relevant DRC programme methodologies;
  • Provide support in drafting designing and implementing needs assessments and analyzing the data;
  • Contribute in the technical capacity building for emergency cash units also through on-sites trainings where/when needed;

Reporting:

  • Ensure timely and compliance donor and internal reporting, by collecting and compiling information from the field;
  • Feed into the internal reporting system by providing a regular consolidated and concise updates on the Cash program;

Donor Liaison and External Representation:

  • Support the Cash and Markets Manager with donor liaison and humanitarian external representation responsibilities, with a focus on DRC Ethiopia’s primary humanitarian donors;
  • Be the primary focal point for DRC at CWG meetings, upon the Cash and Markets Manager request;

Programme Development:

  • Support the program development unit by providing strategic and technical inputs into the design and development of new programs and proposals;
  • Facilitate data collection from field offices to aid in proposal developments;

Team Management

  • Provide technical support and management of emergency program officers;
  • Overall technical supervision of the Cash Distribution Team activities.
  • Any other duties as may be assigned by the line manager.

Job Requirements

EXPERIENCE AND TECHNICAL COMPETENCIES

  • At least 4 years’ experience within humanitarian work, with progressive management responsibilities; prior experience in refugee, Returnees, IDP programming would be an asset.

 EDUCATION:

  • Bachelor degree of higher education qualification in development or relevant social science;

 LANGUAGE:

  • Excellent spoken and written Amharic and Afaan Oromo
  • Knowledge of Gedeofa is an asset.

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.
