We are recruiting a Team Leader – Climate Smart Land Management, on behalf of an international humanitarian agency, with a global team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 14 of the world’s most vulnerable countries, it delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods.

The objective of the programme is to preserve, restore and maximise the value of landscape ecosystems in Northern Uganda sustainably and at scale. The focus will be on incentivising the private sector, individual and community groups to adopt innovative models to deliver this objective. The ultimate beneficiaries of the programme are the households of smallholder farmers in Northern Uganda, who will be able to achieve more sustainable incomes as a result of the interventions. Expected outcomes are 10,000ha of degraded landscape fully regenerated with a forest cover, 2,000ha of smallholder farmer-owned land planted with agroforestry/woodlots and to sequester 1.8 million tons of carbon dioxide equivalent (projection for 10 years).

Responsibilities

  1. Strategy and Technical Leadership
    • Overall strategic and technical leadership of all programme components. Attain programme goal and objectives through the development, implementation, reviews, presentation and management of strategic plans, programmes and projects by personal application and delegation of responsibility.
    • Ensure technical quality of the programme across all components.
    • Recommend and lead implementation of programme priorities and explore, evaluate and present new country opportunities that leverage impact and/ or complement core activities.
  2. Programme Management
    • Ensure that there are fluent communication channels with the programme structure and with consortia partners, that the reporting schedule and that programme objectives are verifiably achieved.
    • Work with the grants management and finance teams to manage partners’ granting and reporting.
    • Manage all operations related to the programme according to the programme results framework, programme budget and implementation strategy.
    • Monitor programme implementation, measure impact and calibrate programme strategy and implementation accordingly.
    • Ensure that achievements and best practices are captured and disseminated including the continual re-evaluation of programme activities and information, with resulting activity adjustments.
    • Ensure appropriate logistics, administration, human resources and transport needs of the programme are conducted within organization policy and with the maximum benefit to the programme.
    • Ensure all programme funds are spent in accordance with donor rules and regulations and are reasonable and that work with the private sector conforms to donor guidelines.
  3. Team Management
    • Build the capacity of the project team and consortia partners’ staffs for a market facilitative approach to climate smart land management and services, embedding a learning culture following adaptive management principles.
    • Manage the recruitment and training of programme staff to ensure staff are of the quality and capacity to ensure the successful implementation of activities. Monitor and advise on staffing needs throughout the programme. Ensure evaluations and disciplinary measures are made, as necessary and according to organization’s
    • Provide direct and ongoing supervision and managerial support to all staff in the PMU.
  4. Representation
    • Support all efforts towards accountability – to project participants and to international standards guiding development work. This includes understanding and following established international guidelines and actively engaging participating communities as equal partners in the design, monitoring and evaluation of programmes.
    • Represent the programme to the donor governance structures, partners and to key stakeholders ensuring good relations and accountability.

Skills and requirements:

  • At least 15 years of relevant experience, including at least 5 years in a senior programmatic leadership role or similar.
  • Master’s Degree in a relevant field is preferred.
  • Proven technical experience in delivering market systems development programming, and experience in climate smart land management and services.
  • Proven track record of providing strategic direction, building leadership and consensus, delivering on Value for Money (VfM) and of understanding and interacting with sustainable and climate smart landscape management and adaptive learning.
  • Practical experience managing consortia-led grants, preferably for FCDO.
  • Experience in building and maintaining effective public/private partnerships with implementing and strategic partner agencies, and government authorities and counterparts, etc.
  • Complex programme management and demonstrated success building, managing and leading a team of professionals using learning and adaptive management.
  • Working experience in Uganda or East Africa will be strongly preferred.
  • Strong writing, communication, organization, prioritization and negotiating skills.
  • Excellent (English) verbal and written communication skills with proven financial management skills.
  • Strong computer literacy with a full knowledge of office applications.
