INTRODUCTION
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
OVERALL PURPOSE OF THE ROLE:
Working under the direct management of the Project Manager, the Team Leader will be responsible for the overall management and implementation of the education and youth engagement activities under DFID funding in Kebribayah, Awbarre and shedder refugee camps and its host communities as well as in Jiiga. Activities will focus on creating enhanced access to tertiary education for refugees and hosting communities.
RESPONSIBILITIES AND TASKS
Technical Management
- Collaborate closely with the Project Manager and Technical Lead to design and implement relevant and responsive, rights-based educational activities that build upon the existing assets of the targeted communities.
- Provide high quality day-to-day technical oversight of all education activities to ensure strict adherence with best practice standards, including the identification of protection risks and vulnerabilities, with acute awareness of issues related to gender, age and diversity.
- Work with the Project Manager and Technical lead contribute to technical assessments, mid-term and end of project reports and evaluations.
- Lead in planning, monitoring and ensuring proper documentation of all education and youth engagement activities including means of verification, assessments and case studies. Maintain accurate and comprehensive files of activities, outputs, materials, and other relevant documentation.
- Support the Project Manager in monitoring activity budgets, budget and procurement planning and hiring for key education activities.
- Work closely with Project Manager to lead in planning procurement of protection related goods and services, taking responsibility for quality assurance, and ensuring follow up.
- Ensure regular reporting for both internal and donor purposes is completed to a high standard and in a timely manner. This will include providing internal reports supported by key evidence.
Staff Management
- Manage education officers and assistants and support respectful and positive working relationships for the effective implementation of activities. This is to be achieved through leadership, team building, day-to-day support and capacity-building.
- Ensure objectives for program staff are set and that evaluations and performance reviews are conducted on a regular basis for all staff managed. Take responsibility for planning and management of leave for all staff managed.
- Develop regular work plans for education staff and monitor daily activities in the three camps.
Other
- Act as a technical focal point and represent DFID specific education activities in relevant meetings amongst key stakeholders at the camp and Shire level.
- Collaborate with other humanitarian agencies and government stakeholders to promote and enhance the protective environment for refugees especially on access to education.

Job Requirements
EXPERIENCE AND TECHNICAL COMPETENCIES
- Minimum 3 years of experience in an entry to midlevel position, preferably with experience in the field of humanitarian response and refugee education working for an international NGO, UN agency or relevant ministry or local authority.
- Technical understanding of educational curriculum including federal & global standards for implementing education programming in humanitarian contexts.
- Experience working with youth, migrants and in community mobilization and participatory approaches.
- Strong planning, organizational and problem-solving skills with the ability to work both independently and within a team.
- Full proficiency in Microsoft Office, including Word and Excel.
EDUCATION:
- Bachelor degree in Education, Social Work and Social Sciences or other relevant field from a recognized institution.
LANGUAGE:
- Excellent English skills both spoken and written. Knowledge of Somali language, an advantage.
