INTRODUCTION
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
OVERALL PURPOSE OF THE ROLE:
Working under the direct management of the Project Manager, the Livelihoods Team Leader will be responsible for the overall management and implementation of livelihoods activities under DFID funding. Activities will focus on piloting innovative programs to promote the employment of refugees in and out of camps, in collaboration with private sector actors.
RESPONSIBILITIES AND TASKS
Technical Management
- Take lead in building partnerships with private sector actors towards to link refugee produced outputs to broader markets and facilitate employment opportunities for refugee youth out of camp.
- Work with Project Manager and technical leads to lead the design of evidence based pilot activities, that are responsive and relevant to the target population.
- Ensure high quality day-to-day technical management of pilot activities under DFID to ensure strict adherence with international best practice and protections standards, including the identification of protection risks and vulnerabilities with acute awareness of issues related to gender, age and diversity.
- Ensure quality monitoring and evaluation of pilot activities, working with relevant MEAL staff to coordinate and roll out MEAL systems, ensuring adequate monitoring, documentation and reporting of activities against relevant indicators. Maintain accurate and comprehensive files of protection activities, outputs, materials, and other relevant documentation.
- Work with other thematic leads in the project to ensure that protection risks and considerations are adequately integrated into program design and implementation.
Staff Management
- Manage livelihoods staff and support respectful and positive working relationships for the effective implementation of activities. This is to be achieved through leadership, team building, day-to-day support and capacity-building.
- Ensure objectives for staff are set and that evaluations and performance reviews are conducted on a regular basis for all staff managed. Take responsibility for planning and management of leave for all staff managed.
- Identify training and capacity building opportunities for staff and ensure they are well versed in key protection concepts relevant to the context, DRC’s code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.
Project Management
- Work closely with Project Manager to lead in planning procurement of protection related goods and services, taking responsibility for quality assurance, and ensuring follow up.
- Work closely with Project Manager to maintain detailed tracking of protection related spending and participation in budget management meetings.
- Ensure regular reporting for both internal and donor purposes is completed to a high standard and in a timely manner. This will include providing internal reports supported by key evidence.
- Develop and maintain working relationships with key stakeholders, including community members and representatives, local government authorities, ARRA, UN agencies, and other stakeholders. In line with this, represent DRC by actively participating in coordination meetings, working groups and any other meetings as requested.

Job Requirements
EXPERIENCE AND TECHNICAL COMPETENCIES
- 5 years of experience working on market based livelihoods. A minimum of 2 years of management or technical experience working for an international organization or relevant authority.
- Experience in implementing innovative and youth focused livelihoods/job creation activities, or pilot initiatives. Strong analytical and practical skills in conducting needs assessments, baseline surveys, progress monitoring and project evaluation.
- Excellent presentation, communication and interpersonal skills to work effectively and harmoniously with people from different backgrounds. This includes diplomacy, tact and negotiating skills.
- Commitment to learning and implementing organizational policies and procedures.
EDUCATION:
- Advanced degree in Business Administration, Economics, Development Studies, or relevant field from a recognized institution.
LANGUAGE:
- Advanced English proficiency required.
- Fluency in Amharic required.
- Somali Language a strong asset.
