Proposal Objective:

SI is pursuing an RFP to design and implement a Willingness to Pay (WtP) Study for the Millennium Challenge Corporation’s (MCC) Sierra Leone Compact. This study requires collecting and analyzing revealed preference data from households, businesses, and institutions to assess:

  • The potential economic benefit of the incremental value of using higher energy value and lower cost per unit of electric service for lighting, appliances, and machinery instead of alternative energy sources, such as generators, candles, kerosene lamps, charcoal, wood, and batteries.
  • Households’ and firms’ WtP for more reliable electricity supply based on costs currently incurred from the unreliable supply.

In addition, the survey will collect relevant socio-economic data on surveyed households and communities, as well as relevant high-level information (e.g., sector, annual revenues, number of employees, gender of top manager, and investment levels) from surveyed businesses. The study will use a nationwide sample of as many as 3,000 households and 900 businesses. Preliminary results are expected to be delivered to MCC no later than April 2023.

Position Description:

SI is seeking a consultant to serve as the Team Leader for this WtP Study, who will be responsible for the design, implementation, and dissemination of the study, as well as supervision of team members. This position will be intermittent over the duration of the study. Work will be conducted in Sierra Leone.

Responsibilities:

  • Plan, supervise, and manage the entire survey with the assistance of field and data managers and team leaders.
  • Liaise regularly with MCC HQ, MCA-Sierra Leone, and other organizations involved in the study.
  • Lead and manage the study team.
  • Ensure quality control of all deliverables submitted to MCC.
  • Ensure deliverables are submitted on time, and any delays are clearly communicated to the COR/PM as soon as they are known.
  • Provide technical oversight of instrument and survey protocol development.
  • Oversee the recruitment and general training of data collectors.
  • Provide direct supervision over the data collection coordinator and data analyst, and supervise all other staff.
  • Availability and willingness to travel to and work out of Sierra Leone as needed for the entire duration of the project (from the preparation stage through the completion of all deliverables), especially for critical activities such as consultations, recruitment, training, piloting, and main fieldwork.

Qualifications:

  • An advanced degree in economics, statistics, public policy, or another relevant field.
  • At least five (5) years of experience designing, managing, or overseeing multiple large-scale in-person surveys of households and/or enterprises, having at least 2,000 respondents for household surveys or at least 300 respondents for surveys of enterprises or institutions. At least two of these surveys must have used electronic data collection tools, and at least one of these surveys should have taken place in a similar context to Sierra Leone.
  • Specific training in survey management and experience managing electronic household or enterprise surveys.
  • Demonstrated experience conducting enumerator training for household and/or enterprise surveys.
  • Competency with MS Office applications, including Word and Excel.
  • Excellent communication, facilitation, organization, and management skills, and experience working with diverse teams and stakeholders.
  • Experience writing detailed and concise implementation and analysis reports.
  • Fluency in oral and written English.
  • Experience in West Africa, Anglophone West Africa, or Sierra Leone itself is strongly preferred (in increasing order of preference).
  • Experience with willingness to pay or energy sector surveys is preferred.
