Palladium is seeking a Team Leader to oversee the Stopping Abuse and Female Exploitation (SAFE) programme in Zimbabwe. SAFE is an upcoming four-year programme jointly funded by the UK and Swedish governments to reduce violence in Zimbabwe and protect the safety, rights and choices of women/girls and men/boys. The programme aims to achieve this through changing attitudes and behaviour; increasing knowledge of and access to services; increasing implementers’ capacity to use data and evidence and contributing towards the knowledge base of scalable approaches to prevent and respond to gender-based violence (GBV).

Given the nature of the project, the successful candidate may be in contact with children and people from vulnerable groups. As such applicants will be subject to an enhanced selection process involving child-centered interviews and enhanced due diligence upon hire.

The Team Leader acts as the central point of leadership for the programme. This covers both technical and operational delivery of the programme.

Relationship Management
* Developing and managing strong working relationships with the programme’s contact points in the Government of Zimbabwe and DFID, and leading on reporting to them, through both formal and informal channels.
* Manages relationships with the Evaluation and Data component supplier and the national change campaign NGO supplier.
* Develop strong working relationships with the leadership of other development programmes and exploit complementarities and synergies where possible.
* Develop strong working relationships and a regular dialogue on programme progress and challenges with relevant Palladium staff.

Technical Leadership
* Oversee the delivery of the programme outputs ensuring their quality and coherence, drive innovation and adaptation picking up on learning and the latest evidence.

Operational Planning
* Lead with the Technical Director in the preparation of work plans and budgets; staffing plans; performance improvement plans and other plans as required.

Project Management
* Provide guidance, oversight and quality assurance for all project activities, Outputs and deliverables.
* Assume overall responsibility for the effective implementation of work plans to ensure delivery is on time, within budget, meets Client and stakeholder expectations and is contractually compliant.
* Monitor implementation progress; maintain up to date project logs and registers; work to resolve issues, manages and mitigates risks; and escalate material issues and risks as appropriate.
* Develop and implement plans for results measurement, monitoring and evaluation, knowledge management, value for money analysis and communication management.

Requirements
* Educated to university degree level or above, preferably holding a Master’s degree or with the equivalent work experience in tackling child marriage, GBV, modern day slavery, sex trafficking or related fields.
* Experience in leading community prevention and response interventions in Zimbabwe or similar contexts.
* Experience working with key government departments and institutions involved in GBV prevention and response
* Experience delivering results and value for money on donor (preferably DFID) programmes and managing budgets of up to USD 10m.
* Strong expertise in building and managing programmatic relationships with high level stakeholders from government, civil society and donors
* Strong expertise in leading social change programmes, including managing technical specialists and generalists.
* Knowledge of Shona and other local languages is an advantage.
